Bennett Properties <br /> Decenber 28, 1987 <br /> Page 5 <br /> Ms. Wanda Cary owned the property from 1942 to 1984. According to Ms. Cary, <br /> houses originally occupied portions of the site. During her ownership, the <br /> property was rented to others for a variety of uses, including an auto repair <br /> shop, Arrow Striping Company (roadway painters) , and a truck repair shop. The <br /> metal building presently on the site was built for storage purposes when the <br /> Highway 120 Manteca Bypass was constructed. Another building occupied a portion <br /> of the site in the area of the present highway interchange. Ms. Cary believes <br /> her tenants conducted no dumping on the site, and that they hauled wastes to <br /> the dump. This is based on her observations of the condition of the property <br /> during monthly visits to the site. She is not aware of any contaminant spills <br /> at the site (Cary, 1987) . A 1981 DHS Surveillance and Enforcement Report was <br /> filed in response to a report by the Manteca Fire Department of jars and drums <br /> found at the site. . The Fire Department suspected that chemicals contained in <br /> these containers had been dumped at the site. Samples of the liquid in the con- <br /> tainers were obtained and tested by DHS for pH, flammability, PCB's and heavy <br /> metals; the liquid was found to be non-hazardous based on these analyses (DHS, <br /> 1981) . <br /> According to the City of Manteca Planning Department, the site was used for <br /> agriculture for a long period of time (Cantu, 1987) . A 1963 aerial photograph <br /> indicates that the site was a vacant lot, with some structures and vehicle par- <br /> king areas in the southeast corner, adjacent to Manteca Road. Adjacent proper- <br /> ties to the north, south, east and west appear to be under agricultural usage <br /> (Nolte, 1963) . <br /> A map accompanying a 1960 Use Permit indicates that lots 5 and 6, as well as <br /> the property south of the site, were under agricultural use at that time. Lot 7, <br /> and the property across Manteca Road to the east, were vineyards. The 1960 per- <br /> mit for a secondhand clothing and household appliance store was approved. The <br /> store, and a residence, occupied the eastern portion of lot 6, 72 feet west of <br /> the edge of the road. (City of Manteca Use Permit No. UP1583) <br /> In 1964, an auto repair shop, storage yard, and living trailer were esta- <br /> blished on the eastern portion of lot 7 by Mr. Troy Vaughn. No records of a <br /> septic tank for these facilities were found during our study. The repair shop <br /> and outside storage area were expanded in 1968. This auto repair operation con- <br /> tinued at the site until 1975 or later. In 1978, operations had ceased, and the <br /> Highway 120 Bypass construction occupied that portion of lot 7 (see Land Use <br /> Plan for UP71-98, Plate 4) . (City of Manteca Use Permits Nos.
