October 4,2002 <br /> NOA ENVIRONMENTAL PROJECT NUMBER: LE00-429 <br /> 1 3 Stockton Fire De artment <br />' Inquiries into the former USTs were made with the Stockton Fire Department as well The records <br /> found are discussed in Section IV, above, and included in Appendix B <br />' 4 Public Water Supply and Sewage Dis osal S stem <br /> The California Water Service Company was contacted by telephone to determine the water source <br /> for the subject property At the time of the Phase I investigation, the subject parcel was connected <br /> to the Cal Water municipal water system <br /> The City of Stockton Municipal Utilities Department (SMUD) reported during a telephone <br /> conversation that DON Investments has been paying for sewer services According to Larry Williams <br /> of SMUD Permit Services,there are no outstanding discharge issues related to the subject property <br /> V. SITE CHARACTERISTICS <br /> A visual reconnaissance of the subject property was conducted by NOA Environmental prior to the <br /> compilation of the Phase I Environmental Site Assessment The property was found to be relatively <br /> flat, with no noticeable waterbodies or vegetation The rock-surfaced yard was unevenly graded to <br /> a stormwater drain at the northwest corner of the property No odors, staining, discharges, <br /> hazardous materials,or other environmental concerns were observed in the immediate vicinity of the <br /> former UST Notes from this site visit can be found in Appendix D <br /> Dunng the process of drilling the three exploratory soil bonngs, described below, no evidence of <br /> preferential pathways such as sand lenses or root holes was observed The borings, however, were <br /> advanced in soil that may have been native or may have been fill at the site of the removed tanks, <br /> consequently, lack of visual evidence of preferential pathways may not indicate the absence of such <br />' pathways In the 1987 San Joaquin County Local Health District Inspection Report (Appendix C), <br /> Mr Knoll did not mention the presence or absence of preferential pathways under the former USTs, <br /> though he did describe the soil as"clay type soil, some sand " Maps showing sewers, septic systems, <br />' and utility lines at the site were not made available to NOA Environmental <br /> VI. SAMPLING AND ANALYSIS <br /> f March 26 2001 NOA Environmental proposed to undertake the collection of the remaining <br /> Aso P P <br /> soil samples required to resubmit the site closure evaluation This workplan can be found in <br />' Appendix E Pursuant to section III 1 b of the Tri Regional Board Staff Recommendations for <br /> Preliminary Evaluation and Investigation of Underground Tank Systems,in the absence of a verified <br /> downgradient direction,NOA Environmental advanced three exploratory soil borings at the site of <br />' the former UST The drilling was performed on May 24, 2001, and the borings were advanced <br /> 9 <br />
