Mr. Stephan Defibaugh - 2 - 27 August 2009
•KMEP Stockton Terminal 0
Our comments are presented below.
1. The current MTBE concentration of 1.4 pg/L in SP/M-3 means that MTBE in this well has
attained the WQO. However, MTBE is the COC with the lowest concentration in SP/M-3.
The other two constituents that also currently exceed their respective WQOs in SP/M-3,
TPI-Ig and TPHd, are presently at concentrations of 940 pg/L and 970 pg/L, respectively.
Therefore, the well remains out of compliance.
2. Our most recent check of GeoTracker, the State Water Resources Control Board's (State
Water Board's) online database, shows that the 28 March 2008 (MINA Estimate) has not
been posted. Be advised that submission of Site data and reports to the GeoTracker
database was required starting in 2005. Submission to the State Water Board's
GeoTracker database is required by Title 23 of the California Code of Regulations. All
documents, including work plans, correspondence, quarterly monitoring reports,
investigation/cleanup reports, etc.; and all analytical and Site data must be electronically
uploaded to the GeoTracker database and is due at the same time the paper copy is
submitted to this office and to the Sacramento County Environmental Management
Department. KMEP must upload all required EDF files to the GeoTracker database. For
specific information about EDF submittals and requirement, you may call the GeoTracker
help desk at (916) 327-3918 or log on to the State Water Board's GeoTracker web site at:
http://www.geotracker.swrcb.ca.gov, and click on the Electronic Submital of Information
link.
If you have any questions regarding this letter, you may contact me at (916) 464-4811 or by
email at beta for waterbo rds.ca. ov.
4
BRIAN TAYLOR, P.
Engineering Geologist
cc: Mr. Harlin Knoll, San Joaquin County Environmental Health Department, Stockton
Mr. Ken Yeo, Kinder Morgan Energy Partners, Sacramento
Mr. Jeremy Hughes, LFR, Granite Bay
Ms. Vikki Goodenow, NuStar, Texas
Mr. Sergio Morescalchi, BP, San Ramon
Mr. Mark Chandler, Time Oil Company, Seattle, WA
Mr. Jeff Baker, Tesoro Companies, Inc, Auburn, WA
