12/23198 MON 10:38 FAX 208 948 0621 KLEINF'ELDER <br /> File No. 20-3941-0 1.EU 1 KEEINFELDFR <br /> October 24, 1996 <br /> 3) Based on the data already obtained and detailed in our report, Kleinfelder will seek <br /> approval from the San Joaquin County .Public Health Services Department <br /> Environmental Health Division (PHS/EHD) for the surface discharge of any waste that <br /> would reasonably be anticipated to be "clean". <br /> 4) Kleinfelder will then seek approval from PHS/EHD to allow City personnel to <br /> consolidate the remaining wastes at a City of Escalon facility for limited chemical <br /> characterization. At this time. Kleinfelder would propose that the waste be consolidated <br /> / combined by City personnel based on their matrix (soil versus water) and then be <br /> sampled by Kleinfelder (see Item 5, below). The soil would need to be dumped out of <br /> the drums on to polyvisquene and composite sampled. The water would be combined, <br /> and may then be sampled. The cost for this sampling may vary based on the type of <br /> analyses and the number of samples required by PHS/EHD. <br /> 5) Kleinfelder would sample the waste with up to three samples for BTEXITPII-G, Fuel <br /> Fingerprint, CAM Metals, and PCBs. <br /> 6) Based on the analytical results obtained in Item 5 (above), Klcinfcider could present <br /> alternatives for the type of disposal /recycling,appropriate- <br /> ASSUMPTIONS AN <br /> ppropriate_A UMPT A CLIENT RESPONSIBILITIES <br /> • If weather, access, or site conditions restrict our field operations, we may need to revise our <br /> fees. We would contact you for au1hpri7zt1on, however, before proceeding with any <br /> additional service. <br /> • This proposal will be adequate to obtain approval from the PHS/EHD. if a more <br /> comprehensive workplan/proposal is necessary, additional charges for workplan/proposal <br /> preparation will be incurred. <br /> • No respiratory protection,elevated levels of personal protective equipment, or shoring will be <br /> necessary. <br /> • Soil and water generated during the drilling and sampling will be the responsibility of the <br /> client, and disposal costs have not been included in our estimate. <br /> • The proposed scope of work and cost estimate is based on the previously described scope of <br /> work. If additional services are deemed necessary, the client will be notified immediately <br /> and written authorization obtained prior to continuation of work. <br /> • All right-of-entry agreements will be obtained by the City of Escalon, and will be <br /> satisfactorily supplied by the City to Kleinfelder- <br /> 20-3941-01 E011ML960061 Pulte2ofd 01446.Kleinfelder, Inc <br />
