period and be sucessful before the corrective action can occur. It's a timely requirement but must
be completed if you plan to remove contaminated soil.
From: Chris Panaitescu [mailto:panaitescu@Thrifty0il.com]
Sent: Thursday, November 01, 2007 4:48 PM
To: Mike Infurna [EH]; Raymond von Flue [EH]
Cc: rvogl@geohydrologic.com; TEAMTAFOYA@aol.com; Barry W Berkett; Larry
Higinbotham
Subject: Best California Gas Ltd SS # 172, 7647 Pacific Ave, Stockton, CA 95207
Mike and Ray,
As we agreed during our last telephone conversation, I should notify you at the beginning of
November 2007 if the above referenced facility will be reopened for business, or the USTs
will be permanently closed by removal without replacement. Unfortunately the second
alternative will be applied.
In order to meet the due date of December 13, 2007 setup by the SJCEHD for tank
removal, I propose the following schedule:
1 - Review and approval by the SJCEHD of the "Work Plan for Well Abandonment,
Replacement Well Installation, Reconfiguration of Conveyance Piping and Interim
Remedial Action by Over Excavation in Conjunction with the UST System Removal"
prepared by our consultant GeoHydrologic (GHC) and submitted to the SJCEHD on
08/02/07. ASAP, thank you.
2 -Apply and obtain well abandonment permit for 3 monitoring wells (2 of them are
nested) currently located within the UST pit. This task will be handled by GHC and it is
estimated to take 1 —2 weeks after the work plan is approved.
3 - Uncover, disconnect and remove the underground conveyance piping related to the
wells to be abandoned. This task will be performed by GHC and Tafoya and Associates and
is estimated to take 1 —2 days.
4 - Schedule the driller, notify the SJCEHD and abandon the wells by over drilling. This
task will be performed by GHC and the driller (expected West Hazmat Drilling), and will be
performed within 7 days after the permits are obtained.
5 - UST, piping, dispensers' removal, including: mobilization, notification, inspection,
excavation, removal, disposal, backfilling. The task will be performed by Tafoya and the
samples will be collected by GHC. Estimated time: 15—20 days. Due date: before
December 13, 2007.
6 - Installation of the proposed /approved replacement wells, restoration of the
conveyance piping network and restarting the remediation system. This task will be
performed by GHC /Tafoya, and it is estimated to be completed within approximately 30
days after the completion of task 5.
7 - Preparation and submittal of the UST Removal Report to the SJCEHD by GHC and
Tafoya within 45 days after the completion of task 5.
8 — Preparation and submittal of a Well Abandonment, Well Installation, SVE system
Restoration, Interim Remedial Action by Over Excavation Report, by GHC, within 45
days after the completion of task 6.
Please let me know if you concur with and approve the above schedule or your comments.
Respectfully,
Chris
Chris Panaitescu
Thrifty Oil Co./Best California Gas, Ltd.
13116 Imperial Hwy.
Santa Fe Springs, CA 90670
ph:(562)921-3581 z 390
fav(562)921-7510
email: Patrairescu(a,Tlirilb,Oil.eanr
12/10/2007
