Mr. Larry Higinbotham
Thrifty Station#172
Vapor well VW-2-S/VW-2-D is not proposed to be replaced. The EHD will approve this at this time,
but if conditions in the future indicate that additional vapor extraction is needed in this area, the vapor
well must be replaced.
The removal of potentially petroleum impacted soil in the UST pit(over-excavation) is a corrective
action. This corrective action is tentatively approved as adequate and necessary. [H&S Code
25296.1 0(c)(3). Final approval can only be given after the public has been notified and allowed to
comment. (California UST Code section 2728). The notification process requires additional paper
work to be submitted to the EHD for review and approval.
An executive summary is required. This document should be written in a language easily
understandable by the general public, is to be on a one-page, non-letterhead paper and should
provide the public a quick over view of what it is you want to do at the site, why you want to do it, what
effects the public may be expected to be exposed to, how long it will take, and what the site will be
when you are done with the procedure. This document is required and is to be submitted to the EHD
immediately if you wish to meet the schedule you included in the Plan.
After the EHD reviews the executive summary, you will be notified if it is approved. Once approved,
the site will be posted and the public in the immediate area will be notified of the corrective action
proposal. A short comment period will be provided for the public to comment. You will be notified of
the outcome after the comment period has ended. If no significant objections are received at the EHD,
the tentatively approved corrective action will be approved for enactment.
Thank you for your continued cooperation and response to the EHD requirements. You may contact
Michael Infurna at(209)468-3454 or by electronic mail at minfuma(a-slcehd.com should you wish to
discuss the site.
Donna Heran, REHS, Director
Environmental Health Department
Michael J.
