Frontage Rd. <br /> Stockton CA 95215 <br /> San Joaquin County Environmental Health Department (SJC/EHD) has received <br /> correspondence (copy enclosed) from Chevron Environmental Management Company <br /> (Chevron) concerning their responsibility for the contamination found at the above <br /> referenced former underground storage tank (UST) site. <br /> Chevron was named as a responsible party to this site based on the documented <br /> operation of a service station with UST's by Texaco from approximately 1956 through <br /> 1973. Chevron considers the contaminants of concern at this site to be methyl tertiary <br /> butyl ether (MTBE) and 1,2-dichloroethane (1,2-DCA). They state that Texaco did not <br /> begin using MTBE as a fuel additive in this region until 1992 so the release must have <br /> occurred after Texaco operated at the site. They further reason that 1,2-DCA is a <br /> common industrial solvent and that the lack of information concerning the site <br /> uses/operations from 1974 through 2000 is sufficient reason for them to not accept <br /> responsibility for the contamination and perform the required investigation and <br /> remediation of this site. <br /> SJC/EHD has informed Chevron that MTBE is not considered a contaminant of concern <br /> at this site, it is not even considered to be present at this site. Reported detections of <br /> MTBE in two soil samples from boring P3 were analyzed by laboratory Method 8021. <br /> Confirmation analysis of these samples by the more reliable laboratory Method 8260B <br /> reported MTBE as non-detect. In addition, SJC/EHD informed Chevron that although <br /> 1,2-DCA may have been used as an industrial solvent at other sites there is no <br /> documentation of its use at this site, 1,2-DCA was added to leaded gasoline during the <br /> period of Texaco's operation of a service station at this site and that there are reported <br /> detections of total petroleum hydrocarbons as gasoline (TPHg) in the samples collected <br /> as well as the 1,2-DCA. <br /> Although your consultant (with your approval) reviewed the property file at the San <br /> Joaquin County Assessors Office (SJC/AO) in the past, they did not make copies of the <br /> records past 1973 when the UST's were removed. These records may show the use of <br /> the property from 1974 to 2000 and/or document that no other UST's were installed or <br />
