All new monitoring wells and existing monitoring wells are to be monitored and sampled on a quarterly basis starting immediately after the new wells are developed. The quarterly reports are to be submitted to PHS-EHD before the next monitoring event with adequate time for review by PHS-EHD. After the completion of the field work for this phase of investigation, an evaluation of the site's assessment is to be included along with a discussion of the remedial alternatives in the conclusion and recommendations sections of the report of findings. An addendum for this workplan is due by December 2, 1998. Please submit all of the City of Stockton requirements to Mr. Jason Enders as soon as the work plan addendum is approved by PHS-EHD. Due to a holiday moratorium on street access from November 27, 1998 to January 2, 1999, drilling/well installations may not occur on Pacific Avenue or Robinhood Drive until the moratorium is over. UNOCAL is to ensure that all submittals (fees, bonds, insurance certificates, etc.) and permit applications are submitted, processed, and obtained before the moratorium is over. The field work is to proceed immediately after the moratorium is over and UNOCAL is to start installing the monitoring wells by January 5, 1999.
