November 20, 1998 <br /> Page 2 <br /> included information on equipment it would provide The following below is an evaluation of the <br /> proposals <br /> Flour Daniel GTI <br /> The total cost for services as specified in its proposal is $227,424 As indicated above, <br /> this cost is based on one year of operation and reporting Prorated cost for two years of services <br /> is $267,743 without increasing of hourly rates However, Fluor Daniel GTI terms and conditions <br /> section of the proposed contract has a provision for the rates increase in the beginning of each <br /> year A 5% increase for the second year would result in a contract cost of$269,759 <br /> The Fluor Daniel GTT proposal allocates $62,850 for a 350 scfm Baker Furnace Thermal <br /> Oxidizer and 30 scfm @20 psig Air Sparge Compressor Manufactured by Compair Attached is a <br /> cost estimate for 300 scfm and 400 scfm of Thermal Oxidizers based on the price sheet provided <br /> by Baker Furnace The total price includes all options specified by Fluor Daniel GTI plus taxes, <br /> shipment, and mark-up of 15% as specified in the proposal <br /> The air compressor specified by Fluor Daniel GTI does not corresponds to the CAP, <br /> which calls for a minimum 5 scfm/well (assuming 8 wells) and discharge pressure of 30 prig This <br /> discharge pressure is higher than usually applied in air sparging The higher pressure is required <br /> because a zone to be treated (where free-product is apparently trapped) is located at least 30 feet <br /> below the groundwater level Thirty (30) feet of water column corresponds to 13 psig At least <br /> 10 prig should be added for pressure loss in branched piping and associated fittings Therefore, <br /> the Fluor Daniel GTI specified equipment cost should be increased by $13,000 which would bring <br /> the cost to $282,750 <br /> No natural gas supply line is provided If the line can be connected to the existing gas line <br /> in the building, the additional cost should not exceed $1,500 If the existing supply line can not <br /> provide 5 therms/hr of natural gas, a separate hne should be installed This cost is estimated at <br /> about $8,000 Groundwater monitoring cost of$14,000, which is not a part of the CAP, is <br /> included in the proposal cost <br /> It has been assumed that the recent acquisition of Fluor Daniel GTI by IT Corporation will <br /> not change the proposed cost It is unclear, however, whether the standard terms of the Fluor <br /> Daniel GTI contract would be altered <br /> TerraVac <br /> The proposed cost is $346,440, which includes two years operation and reporting Terra <br /> Vac proposes to lease a 600-scfm regenerative oxidizer which has much higher capacity than that <br />. specified in the CAP Therefore, a significant increase in the utility cost is expected Further, it is <br /> possible that the oxidizer is heated with electric power, which will require supplying additional 30 <br /> kW <br />
