PORT ROAD NO. 8 FACILITY
Thank you for submitting the Facility ,demolition and Soil Excavation, Workplan for the Cargill Feed
Product facility at Port Road No. 8, Port of Stockton. During the demolition, every effort should
be made to minimize or reduce environmental impacts. As listed in the workplan, this includes
locating and closing all stormwater and wastewater drains, cleaning all product lines, using spill
control equipment as appropriate, and collecting all feed product residues and decontamination
washwater.
Once the demolition is completed, I understand that Sierra-Pacific will conduct a site inspection to
visually identify areas of soil staining. Please inform me of this date, as I would like to accompany
your consultants.
A separate soil excavation workplan should be submitted after the inspection. Please note that the
proposed excavation depth of 48" below ground surface (bgs) does not appear adequate. The May
1996 Results of Soil Investigation report documented excessive soil nitrogen concentrations at 6.5'
bgs; however, the extent of vertical contamination was not determined. Confirmation samples must
be collected from the sidewalls and bottom of the excavation at a rate of one sample per 400 ft' of
excavation.
I look forward to receiving the report of results for the groundwater monitoring well installation and
sampling. This report should be submitted by 15 December, so that I will have a.chance to revie«r
it before the January quarterly monitoring event.
Please contact me to schedule the site inspection. I can be reached at (916) 255-3104.
O k
WENDY WYELS
Agricultural Unit
cc: Mr. Patrick Durham, Sierra Pacific Groundwater Consultants, El Dorado Hills
Mr. Jack Holm, Cargill, Stockton
Ms. Charlene Wall, Port of Stockton, Stockton
Mr. Mike Infurna, San Joaquin County Public Health Service, Stockton
