Work Plan
Facility Demolition and Soil Excavation
Stockton,California
Sierra-Pacific Project No.95-128.06
material will either be re-used by Cargill as feed material or profiled by Sierra-Pacific and disposed
of as a non-hazardous waste at a Class II landfill.
Once the tanks and product lines have been cleaned, all power to the facility, gas and electric) will
be turned off, and switch boxes locked and tagged to prevent inadvertent electrification of the facility.
Water will be turned off when necessary.
Cargill will evaluate the need to conduct a preliminary survey of the buildings to identify asbestos
containing materials (ACM). Should Cargill agree that a preliminary survey is needed, Sierra-Pacific
will conduct the survey and prepare a report of fmdings for Cargill management and Griffith prior
to demolition. In the interim, the contractor will obtain all necessary demolition permits from the
County.
V
3.2 Asbestos Removal and Disposal
— Under federal regulation, asbestos abatement work must be accomplished independently and before
demolition office buildings and other structures. Cargill believes that no asbestos exists at the Port
facility. However, if ACMs were discovered at the facility during a preliminary survey, a separate
asbestos removal contract would be awarded. As presented in Table 1, Phase II, Sierra-Pacific would
work with Cargill management in the selection of an asbestos's removal contractor. If- asbestos
removal work becomes necessary, standard demolition work will be directed to other areas of the
V
facility or postponed pending completion of the removal work. ACMs will be disposed at a State-
certified disposal facility located near Copperopolis, Calaveras County.
3.3 Building Demolition and Debris Removal
u
Phase III, of the work plan includes Building demolition and debris removal (Table 1). Under
contract to Cargill, the contractor will demolish the office building, and other structures. Demolition
Sierra-Pacific Groundwater Consultants, Inc. 3
