It was determined by Board <br /> staff that the W is adequately accounting for and monitoring the plating bath rinse water. <br /> Recommendation: None. <br /> HAULED WASTES <br /> The issue of hauled wastes was discussed during the Audit Interview. Septic haulers have coded keys, <br /> which allow dumping-to-septic waste-receiving facilities. The keys are issued to each hauler who obtains <br /> a permit. Haulers must also have manifests for each load they dispose of to the facility. Based on the <br /> discussion, it is our understanding that the City has neither available staff nor resources to randomly <br /> sample hauled wastes, which are accepted at the facility. There is presently no monitoring of haulers <br /> other than weight, time, date, and hauler identification. <br /> Recommendation: <br /> The City should evaluate its current practice of accepting hauled wastes. A program of random <br /> sampling and analysis of hauled wastes should be incorporated to verify compliance with permit <br /> requirements. Additional staffing and resources should be considered by the City to allow ECOs to <br /> better track and monitor the quality of hauled wastes. <br /> LEGAL AUTHORITY/SEWER USE ORDINANCE <br /> The City adopted a sewer use ordinance in June 1993. State Board technical and legal staff are <br /> reviewing the new ordinance.
