City of Stockton r.o ./
12 - 13 December 2000
Pretreatment Compliance Audit
plating bath was traced and found to not bypass the final monitoring station. It was determined by Board
staff that the W is adequately accounting for and monitoring the plating bath rinse water.
Recommendation: None.
HAULED WASTES
The issue of hauled wastes was discussed during the Audit Interview. Septic haulers have coded keys,
which allow dumping-to-septic waste-receiving facilities. The keys are issued to each hauler who obtains
a permit. Haulers must also have manifests for each load they dispose of to the facility. Based on the
discussion, it is our understanding that the City has neither available staff nor resources to randomly
sample hauled wastes, which are accepted at the facility. There is presently no monitoring of haulers
other than weight, time, date, and hauler identification.
Recommendation:
The City should evaluate its current practice of accepting hauled wastes. A program of random
sampling and analysis of hauled wastes should be incorporated to verify compliance with permit
requirements. Additional staffing and resources should be considered by the City to allow ECOs to
better track and monitor the quality of hauled wastes.
LEGAL AUTHORITY/SEWER USE ORDINANCE
The City adopted a sewer use ordinance in June 1993. State Board technical and legal staff are
reviewing the new ordinance. All comments, recommendations, and requirements will be sent
separately from this report.
Recommendation: None at this time.
Report Prepared By:
ROBERT S. FAGERNESS, RE
Associate Engineer
Approved:
