The WDRs address reclamation of secondary <br /> treated wastewater at a 16-acre site located south of the City wastewater oxidation ponds and north of <br /> Highway 4. This letter describes a site inspection performed on 31 October 2000 and violation of self- <br /> monitoring requirements. <br /> The site inspection was performed on 31 October 2000; photographs are attached. At the time of the <br /> inspection, the land application area was planted in alfalfa. The alfalfa is regularly cut and hauled off-site <br /> for animal feed. Wastewater is applied by flood irrigation. There was no standing water or offensive odor <br /> noted at the site. A portion of the land application area had been fenced and crushed asphalt placed on the <br /> ground surface. The property is used for vehicle and equipment storage. In general, the land application <br /> is being performed in accordance with the permit requirements, however,public notification signs are <br /> required. Reclamation Specification B.3 states: <br /> Public contact with reclaimed water shall be precluded through such means as fences, signs, and <br /> irrigation management practices. Signs with proper wording of sufficient size shall be placed at <br /> area of access and around the perimeter of all areas used for effluent disposal to alert the public of <br /> the use of reclaimed water. <br /> By 18 December 2000, Mario Jaques shall place notification signs in a size no less than 4 inches high and <br /> 8 inches wide that include the following wording, "Recycled Water—Avoid Contact, Do Not Drink."The <br /> signs shall be placed at 100 foot intervals along Highway 4 and the access road to the City of Stockton <br /> wastewater treatment plant. <br /> The WDRs require Mario Jaques to perform self-monitoring of the reclamation operation on a continuous <br /> basis and submit an annual report by 1 June. However, the Board has not received the annual monitoring <br /> report which was due on 1 June 2000. The wastewater reclamation is occurring in violation of Waste <br /> Discharge Requirements (WDRs) Order No. 95-183.
