CALIFORNIA REGION AI" "ER QUALITY CONTROL 800f,, CENTRAL ATTACHMENT C
3201 S Street Sacramento, California 95816 Phone: 445-0270
TO: Antonia K.J . vorster, Sen. Eng. FROM: Dan Ward
Larry Pearson, , P.E. , Sup. Eng. Area Engineer
DATE: 27 June 1985 SIGNATURE: —
_ ,:{. : u:. .f • r ACU •C
SUBJECT: SAN JuAvuiN RIVER FISH KILL
on 11 June 1985 I received a call from Laura Lazelle . Laboratory
Supervisor for the Stockton Treatment Plant . She informed me
that they had been violating their coliform requirement . They
had a residual of 2-3 PPM Chlorine . I spoke with Frank McDermott
who suggested that they check NO2 concentration, because 1 PPM
NO2 cosumnes 4 PPM res . Cl . Lazelle said that the dissolved
air flotation (.DAF) was operating, and they were working to solve
the problem.
on 14 June 1985 , Lazelle called to tell of continuing problems
with coliform in the effluent, and that they were still trying to
figure the situation out.
On 20 June 1985 Lazelle called with news as follows:
1 . About 120 dead catfish about two miles downstream of the
outfall.
2. They were continuing their coliform violations.
3. They were trying to get beyond breakpoint on the residual .
4 . They had violated their res. chlorine requirement.
5. They had violated their pH requirement.
6. They were under 10/10 for the first time.
7 . She will call Department of Fish and Game
On 20 June 1985 we received a report from DFG that there were
about 3200 dead fish from Rough and Ready Island to French Camp
Slough.
On 21 June 1985 , 1 called for Tom Dosh , Director of Municipal
Utilities ; he was not at work . I then asked for Lynn Norton,
Wastewater Superintendant; he was not at work. 1 finally spoke
with Jim Griffith, Plant Manager. i told him that Stockton must
use any of their resources to stop the conditions which may be
causing the fish kill . He said he believed it was D.O. caused,
or perhaps caused by pesticide applicators.
