Memo to Antonia h . .arster -2- 27 June 1985 <br /> On 21 June I went to the Stockton Treatment Plant to Investigate. <br /> I first met with Lynn Norton , Wastewater Superintendant , Jim <br /> Griffith, Plant Manager, and Laura Lazelle, Lab Supervisor. I <br /> said that I wanted a chronology of all operational procedures for <br /> at least the last week relating to the chlorine, coliform, and pH <br /> violations. Said chronology will be ready Monday a.m. , 24 June. <br /> After lunch , I went with Laura Lazelle and two people with the <br /> Stockton Record on the City of Stockton ' s boat to view the kill . <br /> There were many , many dead fish ( 99% catfish, very few carp and <br /> bluegill ) . Most of the fish were between French Camp Slough and <br /> the Port . I took documenting photographs. Lazelle took field <br /> D. O. and Res . Cl . measurements at the outfall and downstream. <br /> D.O. was between 3 and 4 ppm and Cl . was ( 0. 05 ppm. On the trip, <br /> no obvious sources of toxins were observed. <br /> On my return , I met with Emmett Lenihan of DFG . He said that <br /> they had also been on the river earlier in the day. They col- <br /> lected some catfish and observed conditions. Lenihan will have <br /> their biologist look at the fish to determine cause of death. <br /> on 24 June I got a call from DFG . They inspected the river <br /> thoroughly on 22 June and could come up with no other sources. <br /> They suspect Stockton Sewage Treatment Plant. <br /> on 24 June I called Stockton. Between 1600 hours on 19 June and <br /> 100 on 20 June , they discharged between 0. 1 and 4 . 4 ppm Cl . in <br /> their effluent. <br /> Proposed Course of Action <br /> The City of Stockton is the obvious "suspect" as the Discharger <br /> who killed the fish. The concentration of residual chlorine in <br /> the discharge, and the timing of the discharge and the fish kill <br /> point to Stockton . I think we should wait until we get the <br /> chronology and report from DFG before proceeding. <br /> DTW: jec <br /> 4 < <br />
