Upon a tho ough <br /> examination of the situation it was determined that the most <br /> probable source of the pollution or contamination was from <br /> facilities/property situated at Sharpe Army Depot, Lathrop. <br /> The purpose of this letter is to serve notice to pe sons <br /> suspected of discharging any refuse or other polluting or <br /> contaminating or nuisance causing substance into water of the <br /> District and to notify them that such actions are prohib ted. <br /> That as a consequence of such actions not only do the waters of <br /> the District (State ) become polluted or contaminated and as such <br /> become so foul and dangerous that use by the District or others <br /> is or may be detrimental to the best interest of the public but <br /> that to do so is also an unlawful and unauthorized act on b half <br /> of the responsible individual .
