The loading, unloading and transfer of oil products at the facility <br /> Only employees of Ripon Unified School District and trained authorized personnel are <br /> permitted to unload or load fuel from the facility.No public access is allowed at or in the#2 Diesel <br /> and Gasoline containment areas. The#2 Diesel and Gasoline transfer is secured by trained drivers <br /> and all tanks are secure and have lighting that provides for a safe night time illumination. <br /> All fuel oil product transfers facilities must follow the minimum requirements of the U.S. <br /> Department of Transportation regulations for the transfer of fuel oil products, but not limited to: <br /> (as applicable) <br /> 1. No smoking during the unloading or transfer of any used oil products. Smoking on or <br /> about any motor vehicle while transferring any oil products is forbidden. <br /> 2. Keep all fire away from the loading or transfer area at all times. Care shall be taken in <br /> the loading or transfer of the Gasoline into any motor vehicles. Keep all unauthorized <br /> personnel away from the transfer area and ensure that personnel in the area are not <br /> smoking, lighting matches or from carrying any flame, lighted cigar, pipe, cigarette or <br /> incendiary devices. <br /> 3. The handbrake shall be set while loading, unloading or transferring any of the Gasoline <br /> from the facility operations. No Gasoline will be loaded, unloaded or transferred from any <br /> vehicle unless the handbrake is secure and has been set. Any and all other precautions <br /> must be taken to prevent motion of the motor vehicle during the loading, unloading or <br /> transfer of the Gasoline from or into the facility. <br /> 4. Attendance requirements while loading, unloading or transferring the 42 Diesel and <br /> Gasoline at Ripon Unified School District. A qualified person must be in attendance at all <br /> times when fuel is being transferred. The person that is responsible for loading fuel into <br /> the aboveground tank systems is also responsible for ensuring that the operation is <br /> attended. That qualified person must remain in attendance, being alert and within 25 feet <br /> of the transfer operation during the entire fuel oil product transfer. The qualified person <br /> must have a clear view of the cargo tank and delivery hoses to the maximum extent <br /> practicable during the loading or unloading operations. <br /> 5. Engine must be turned off unless the engine of the cargo tanker motor vehicle is to be used <br /> for the operation of a pump. 42 Diesel and Gasoline may not be loaded into or out of any <br /> motor vehicle while the engine is running. <br /> 6. Tank and tanker overfill controls are in place and used for all fuel oil transfers. The <br /> facility's tank stick measurement system provides visual controls for the prevention of tank <br /> overfills during the fueling operations. See 49 CFR 117.84 and 49 CFR 117.83 7for Truck <br /> specifications in the Department of Transportation regulations. <br /> 15 <br />
