• b. Security (Provost Marshall) will : <br /> (1) Set up evacuation boundary per direction of IOSC. <br /> (2) Control traffic flow in and out of the controlled area per IOSC <br /> direction. <br /> (3) Coordinate with the Directorate of Engineering and Logistics the <br /> installation of temporary traffic control devices (barriers, lights, signs, <br /> etc.) <br /> c. Directorate of Engineering and Logistics will : <br /> (1) Set up traffic control devices (barriers, lights, signs, etc.) <br /> per direction of IOSC in coordiantion with Security. <br /> (2) Construct any temporary facilities required for evacuation <br /> (e.g. , gates, by-pass roads, etc.) . <br /> d. See ISCP Responsibilities section for other personnel with <br /> responsibilities during a hazardous substance spill (e.g. , Environmental <br /> Program Manager, Safety Coordinator, Industrial Hygienist, etc.) . <br /> 8. Evacuation Procedure. <br /> • a. Reference ISCP, page II-7, Section D, Spills. <br /> b. In addition to actions outlined in ISCP, the following evacuation <br /> procedures shall be followed: <br /> (1) IOSC will determine if expansion of the evacuation beyond the <br /> immediate area is required based on potential for detrimental health and <br /> safety occurrences. <br /> - Potential for release of toxic fumes, wind direction and wind <br /> speed <br /> - Potential for explosion <br /> - Toxicity of Material (s) - Potential for adjacent area to become <br /> engulfed by fire <br /> - Potential for noncompatible chemical coming together <br /> (2) IOSC will determine the evacuation direction and path based on <br /> wind direction, location of spill , and available escape routes. <br /> E-4 <br /> (10/30/89) <br /> • <br />
