• f. Aisle space is sufficient to allow unobstructed movement of emergency
equipment and personnel is provided. Specify height and width of aisles.
In the hazardous waste storage Buildings 530 and 605, a minimum aisle
space of 56 inches will be maintained for movement of forklifts. A floor
plan for each building is shown in Figures VI-2, VI-3, and VI-4.
2. Identify methods of collection and disposal of waste water used to
decontaminate equipment.
Heavy equipment such as forklifts and dolly trains will either be steam
cleaned and the waste water will be contained and handled as hazardous or
wiped down with an appropriate solvent and the materials used to wipe down
the equipment handled as a hazardous waste. The decontamination of heavy
equipment would be completed at the Pesticide Building 49. This building has
been specifically designed for handling heavy equipment. The floors are
epoxy lined and any washdown water would flow to a sump where the
decontamination residues can be pumped into 55-gallon containers if found to
be hazardous and not reuseable within the pesticide application program.
3. Describe operation procedures to ensure that chance of fire or
explosion is minimized.
Operational and emergency procedures taken by SHAD personnel in case of
fire, explosion, or spill at the storage facilities are addressed in the ISCP
and SPCCP. These documents are bound separately and included in the Sharpe
• Army Depot Hazardous Waste Management Plan. (See Annex I and J)
The office at Building 605 is equipped with a Thorn Automated Fire System
which is hooked up to Sharpe's Fire Department alarm system. The four
sensors detect heat and smoke triggering an automatic fire alarm response. A
smoke detector alarm is also placed in the office.
There are also two pull-type alarms as back ups, along with a 50 lb.
Halon fire extinguisher, and three 15 lb. dry chemical extinguishers for
class B and C fires.
The HWF manager has knowledge of the capabilities of the various
extinguishers and has been trained on the proper and safe way to operate
same.
Inspections are conducted daily at both facilities (Building 605 and 530)
for container integrity (leakage) , container decay, odors previously not
detected, safe placement and compatibility of containers, and proper
operation of emergency equipment (e.g. , alarms, eyewashes, showers, etc. ) .
Emergency eye wash and shower are located as follows; one inside building 605
and the other outside same near the staging and consolidation areas.
VIII-15
•
