C. Control of Hazardous Wastes Handled in Specific Ways <br /> Operational procedures detailing hazardous wastes handled methods at SHAD <br /> involving containers and tanks are divided into separate discussion sections. <br /> 1. Containers <br /> Each of twelve conditions are addressed below to ensure that operational <br /> procedures are adequate to protect and maintain environmental integrity at <br /> the SHAD storage facilities. <br /> a. Wastes in poor containers are transferred to good containers or are <br /> otherwise managed to prevent release of wastes. <br /> The containers are kept closed between servicing and are inspected weekly <br /> for deterioration. If any deterioration is detected, the container is placed <br /> in an overpack immediately. <br /> b. Containers or other liners are compatible with the wastes contained. <br /> The wastewater treatment plant operator will secure the necessary <br /> containers for placement and transport of wastes and ensure the containers <br /> are segregated by contents. The operator will also assist in securing <br /> containers which will be compatible with the waste being containerized. <br /> These procedures were outlined in Section VI and handbooks are available to <br /> determine waste', to container compatibility. The wastewater treatment plant <br /> • operator is trained and instructed to inspect waste containers for proper <br /> marking and closure, and no leakage prior to transporting to the hazardous <br /> waste storage site. The wastewater treatment plant operator places the <br /> hazardous drums per plan into Building 605. <br /> c. Containers are kept closed except when waste is added or removed. <br /> All containers in Buildings 530 and 605 are sealed shut after being <br /> filled and if partially filled, only opened to add compatible wastes and then <br /> resealed. <br /> d. Leak prevention <br /> All containers are handled with care to prevent leaking. This objective <br /> is achieved using specially designed drum handling equipment. In addition, <br /> all drums when placed on pallets, will be bound by metal bands to minimize <br /> any potential leakage resulting from overturned containers. <br /> e.
