4. The implementation of the training program is as follows: <br /> • a. All facility personnel will complete the required training within six <br /> months after date of employment, or change of duties. To ensure that this <br /> occurs, all depot employees are listed on a computer program kept in the <br /> Civilian Personnel Office. This data base contains the employees' name, job <br /> title, and position. A listing of all employees filling positions relating <br /> to hazardous materials/waste will be published monthly and forwarded to the <br /> training office which is part of the Civilian Personnel Office. The training <br /> officer will screen this list for additions, deletions, and up-coming <br /> training requirements. The training officer then notifies the employees' <br /> supervisor of the training requirement and the time and location of the <br /> training. The supervisors of the employees will also maintain a training <br /> file and be responsible for meeting all training requirements. <br /> Sufficient courses will be scheduled periodically to ensure that all <br /> employees involved with hazardous material/waste get the required training <br /> within six months after employment or change of duties. <br /> o 40-hour or 24-hour Course or 8-hour refresher course <br /> o 8-hour Hazard Communications Course <br /> The Personnel Training Office will coordinate all training requirements <br /> with the following offices to ensure sufficiency. <br /> o Environmental Protection Office <br /> • o Safety Office/Industrial Hygenist <br /> o Fire Protection <br /> o Legal Office (in certain situations) <br /> Since the HWF manager is a certified instructor, courses can be scheduled <br /> as need arises. The HWF manager will also facilitate the Hazard <br /> Communication course. The offices listed above participate in the course. <br /> b. Until an employee successfully completes the required training, he or <br /> she must be directly supervised. Part of the supervisor' s training provides <br /> for instructions relating to new and/or untrained employees. New and/or <br /> untrained because of reassignment, employees will be allowed to work in <br /> supervised jobs only until the proper training has been taken. This new <br /> and/or transferred employee is reported to the Civilian Personnel Office and <br /> becomes a part of the program noted in paragraph IX A.4.a. <br /> c. Facility Personnel participate in annual review of training. The <br /> facility training plan is made available to all employees through their <br /> supervisors. All suggested changes as to implementation and content of the <br /> plan are given careful consideration during the annual review. Annual <br /> training plans are submitted annually to the Personnel Training Office. <br /> Courses are scheduled based on predicted need. <br /> IX-6 <br /> • <br />
