3 RATIONALE FOR PROPOSED SITE CHARACTERIZATION <br /> ACTIVITIES <br /> The following sections have been prepared to provide the rationale for the proposed site <br /> characterization activities. <br /> 3.1 Additional Site Soil Investigation <br /> As discussed in Section 2, a very limited amount of soil data has been collected from the <br /> former Time Oil terminal, including the areas of the historic 1981 and 1983 unleaded <br /> gasoline spills, the area of the historic 1988 leaded gasoline spill, the area of the former <br /> ASTs and associated aboveground product piping, and the area of the inactive overhead <br /> truck loading racks and associated pump manifold and underground product piping. To <br /> complete site characterization and evaluate the potential risk to human health, soil data is <br /> required from the former Time Oil terminal to define the extent and magnitude of the <br /> historical releases. The recent removal of former fuel ASTs and associated aboveground <br /> piping from the tank farm area has provided an opportunity to assess the site soil in areas <br /> that previously had limited access. <br /> To characterize shallow soil contamination and the extent of historical petroleum <br /> releases, direct-push soil borings will be advance on the former Time Oil terminal <br /> property. Thirty (30) direct-push borings will be located in and around the northern and <br /> western portions of the former Time Oil terminal tank farm where documented unleaded <br /> gasoline spills occurred in 1981 and 1983, and the locations of the former ASTs and <br /> product piping (Figure 3). Soil samples will be collected at 2.5 and 5 feet bgs, and 0.5 to <br /> 1 feet above the water table (7.5 to 10 feet bgs) from each boring, and submitted for <br /> laboratory analyses. <br /> Fifteen (15) additional direct-push borings will be advanced in the area of the inactive <br /> overhead truck loading racks and pump manifold area (Figure 3). Soil samples will be <br /> collected at 2.5 and 5 feet bgs, and 0.5 to 1 feet above the water table(7.5 to 10 feet bgs) <br /> from each boring, and submitted for laboratory analyses. <br /> All soil samples will be analyzed for TPH-g, TPH-d, BTEX, and oxygenates MTBE, <br /> TBA, DIPE, TAME, and TBEE. Soil samples with reported TPH-d concentrations over <br /> 1,000 micrograms per kilogram (mg/kg) will also be analyzed for polynuclear aromatic <br /> hydrocarbons (PAHs). <br /> Site Characterization work Plan,Final, May 18,2012 <br /> 1007-012.002 3-1 <br />
