This review is based on the information presented within the following environmental <br /> documents provided by the client (see attached): <br /> • Phase I Environmental Site Assessment, Stockton III Business Park, 2020-2200 East <br /> Miner Avenue, Stockton, California, Stellar Environmental Solutions,June 1998. <br /> • Fax From San Joaquin County Environmental Health Department, March 24, 2003, <br /> Excepts of Subsurface Soil and Ground Water Contamination Investigation and <br /> Monitoring Well Installation, Tri-Valley Growers Warehouse, Miner Avenue, Beta <br /> Associates, Inc., March 14, 1986 and July 10, 1989. <br /> Conclusions <br /> Based on the information presented within the environmental documents reviewed, and with <br /> the provision that the information provided to Basics was accurate and representative of site <br /> conditions, our findings indicate: <br /> The Phase I Environmental Site Assessment report is technically competent and internally <br /> consistent with the latest' protocols set forth by the American Society for Testing anti <br /> Materials (ASTM) Standard E1527, Standard Practice for Environmental Site <br /> Assessments: Phase I Environmental Site Assessment Process, however, the report <br /> incorrectly stated there was no coverage for the subject site within the Sanborn Fire <br /> Insurance Maps of 1950 and 1972, therefore missing much of the historical information <br /> uncovered within the recent Environmental Transaction Screen Report completed by Basics. <br /> In addition, as part of the Phase I Environmental Site Assessment, previous environmental <br /> investigations conducted at the subject site and vicinity were discussed. <br /> On March 14, 1986 and July 10, 1989, a subsurface soil and ground water contamination <br /> investigation and monitoring well installation was conducted by Beta Associates, Inc. for the <br /> Tri-Valley Growers Warehouse Property which included Delmonte Buildings 1-4. Two soil <br /> borings were advanced near the south west corner of Building 4 (several parcels west of <br /> the subject site). In addition, one of the soil borings was converted into a ground water <br /> monitoring well. <br /> Soil samples and one ground water sample were collected and analyzed for volatile organic <br /> compounds and total recoverable petroleum hydrocarbons as gasoline and oil & grease. <br /> Analytical results indicated the levels of these compounds detected were below ►nethod <br /> detection limits. <br /> On September 26, 1996, a letter to Mr. George Takemori, issued by the San Joaquin County <br /> Environmental Health Division denied site closure for the adjacent of A Teichert and Soils, <br /> Inc. site (located at 103 North E Street, across the Southern Pacific Railroad Right of Way <br /> and Tracks. to the south and perceived cross gradient to the site). Additional analysis and <br /> studies of the known impact to the soil and ground water with petroleum hydrocarbons were <br /> required prior to considering the adjacent site for closure. <br /> The adjacent A Teichert and Sons site appears to have conducted substantial environmental <br /> subsurface investigations including the installation of at least 14 ground water monitoring <br /> wells.
