Stockton Cineplex Site <br /> Work plan for Preliminary Risk Assessment and Contaminant Mitigation <br /> Page: 4 <br /> A 500-gallon waste oil UST was removed from the site on January 14, 1987. The <br /> San Joaquin County Public Health Service - Environmental Health Division <br /> confirmed the completion of the tank removal investigation for the UST, on February <br /> 10, 1994, <br /> 125 Bridge Place (not included in project) - The State of California Department of <br /> Corrections currently occupies this three-story building for administrative purposes. <br /> No electrical transformers or emergency generators were observed or reported within <br /> the building. No floor drains or sump pumps were observed within the basement. <br /> 145 North Hunter Street-(not included in project) - A market, a small print shop, offices, <br /> and residential apartments occupy this two-story building. <br /> 145 East Weber Street - The Stockton Hotel formerly occupied this five-story <br /> building. Radio stations, along with several small street front businesses along East <br /> Weber Avenue, were also previously located within the building. The building has <br /> been vacant for approximately 10 years, and last occupied by the County of San <br /> Joaquin. A Phase I Assessment by ENSR revealed the following environmental <br /> concerns in connection with the subject site: <br /> "Gasoline and low levels of gasoline constituents have been detected in soil and <br /> groundwater at the former American Savings Bank (ASB) property at 222 North El <br /> Dorado Street (Site 44), likely due to its past use as an automobile repair facility." <br /> The site has undergone four quarters of groundwater monitoring in 1998. In April <br /> 1999, Avalon Environmental Consultants submitted a Site Specific Human Health <br /> Risk Assessment report indicating that there is no risk to human health or <br /> groundwater from this site based on existing site use and conditions existing at the <br /> time of the assessment. Closure of the site was approved in April 2000 by the <br /> RWQCB. <br /> 1.2 Subsurface Investigation <br /> On May 23 and 24, 2000 M.J. Kloberdanz & Associates drilled 9 Geoprobe* soil <br /> borings to groundwater, approximately 25 feet in depth. The Geoprobe borings were <br /> drilled in the area of formerly identified gas stations, underground tanks, and dry <br /> cleaners (Figure 2). Two soil samples and a water sample were collected at various <br /> depths in each boring and analyzed by for gasoline, TEPH, and Method 8260B <br /> compounds. Analytical results of the site investigation are summarized in Table 1. <br /> Diesel and oil range hydrocarbons were detected in two of the soil samples. High <br /> concentrations of oil were present in the 10-foot deep soil sample obtained from <br /> boring B-8 next to the Police Annex. The 20-foot soil sample and the groundwater <br /> sample from this boring were non-detect for oils and other compounds. Boring B-8 is <br /> located 15 feet from the American Savings Bank monitoring well MW-3 and is <br /> consistent with the soil contamination found associated with the Bank site. As <br /> referenced above, closure of this adjacent property was approved by the CWRQCB in <br /> April 2000. <br />
