A copy of each bill of lading must be kept on site <br /> for at least three years. Immediately locate a copy of all bills of lading for used oil filters for the last three <br /> years, maintain them on site, and submit copies to the EHD by July 18, 2013. <br /> 301. By the fence along the East border of the property, there are three unlabeled five gallon buckets <br /> that contain unknown contents. At least one of these five gallon buckets is full of oil. The asphalt near <br /> these containers has dark oil stains. Facilities shall be maintained and operated to minimize the <br /> possibility of a fire, explosion, or release of hazardous waste to air, soil, or surface water which could <br /> threaten human health or the environment. Immediately clean up the dark, oil stains and buckets of <br /> unknown waste, and manage according to Title 22 hazardous waste regulations. Submit a statement <br /> and supporting documentation explaining how this waste was managed by July 18, 2013. <br /> 304. When asked about the location of the facility spill control equipment, Charanjeet Kaur replied that <br /> she did not know. The facility spill control equipment could not be found. The facility must provide spill <br /> control equipment. Correct immediately by providing spill control equipment for this business. Submit a <br /> statement and supporting documentation explaining how this issue was corrected by July 18, 2013. <br /> 605. In the outside storage area there is a partially full 55 gallon drum with a blank hazardous waste <br /> label. All hazardous waste containers shall be marked with the following information: <br /> 1. the words "Hazardous Waste" <br /> 2. name and address of generator <br /> 3. hazardous properties <br /> 4. physical state <br /> 5. composition (contents) <br /> 6. accumulation start date <br /> Immediately label these containers and ensure that all containers are marked with all the required <br /> information. Since it cannot be determined how long the 55 gallon drum of unknown content has been <br /> on site, immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest <br /> and submit a copy of the manifest to the EHD by July 18, 2013. <br /> 703. An emergency coordinator and modified contingency plan information is lacking. There must be at <br /> least one emergency coordinator on site or on call to coordinate emergency response measures, and <br /> the following information must be posted by a phone: the name and phone number of the emergency <br /> coordinator, location of fire extinguishers, spill control equipment, and if present, fire alarm; and the <br /> phone number of the fire department, unless the facility has a direct alarm.
