In comparison to open-field burning, burning this material in a <br /> power plant with pollution control systems results in lower emissions. <br /> The second objective of the applicant is to implement waste oil <br /> recovery and recycling as a means of providing a fuel source for the <br /> biomass drying and briquetting operation. Surplus recycled oil would be <br /> available for sale. It is proposed to recycle used lubricants such as <br /> engine and general purpose lubricating oils, transmission and hydraulic <br /> fluids, and machine lube-oils. The project applicant has estimated that <br /> the amount of waste lubricant oils available would ultimately be approxi- <br /> mately 3.6 million gallons per year in San Joaquin County. However, this <br /> compares with an estimated 1 .3 million gallons per year of waste oil <br /> generated in 1986 by households and businesses within San Joaquin County <br /> as identified in the County's Draft Hazardous Waste Management Plan. <br /> Waste oil generation is estimated to increase to 1.67 million gallons by <br /> the Year 2000 (Emcon Associates 1988) . <br /> REQUIRED PERMITS <br /> This EIR will be used by both the lead agency, San Joaquin County, <br /> and by the responsible agencies to consider the environmental impacts of <br /> granting various permits or entitlements relative to the proposed action. <br /> The Falcon Energy Local Assessment Committee (LAC) of San Joaquin County <br /> is also expected to review this EIR as part of the permitting procedure <br /> for this hazardous waste facility.
