If the communications center is unable to contact the Collegeville <br /> Rural Fire District, the Montezuma Fire District is contacted to respond <br /> to the incident as part of a mutual aid agreement. The response time <br /> from the Montezuma fire station, located about two to three miles away <br /> from the project site, is approximately five minutes (Thienes 1988) . If <br /> additional assistance is needed, the Manteca-Lathrop Rural Fire <br /> Protection District responds from Station No. 3 located at Lathrop and <br /> Austin Roads in approximately seven minutes (Thienes 1988) . Both the <br /> Montezuma and Manteca-Lathrop stations have trained and certified <br /> Emergency Medical Technicians (EMTs) . The Manteca-Lathrop Rural Fire <br /> Protection District is also prepared with an emergency plan for hazardous <br /> materials accidents as well as incidents that may occur due to on-site <br /> storage and handling of hazardous materials at industrial sites within <br /> the Lathrop area (Engineering-Science 1987) . <br /> Police Protection <br /> The San Joaquin County Sheriff's Department is responsible for law <br /> enforcement at the project site and vicinity, with the exception of <br /> traffic law enforcement for which the California State Highway Patrol <br /> assumes responsibility. The local area serviced by the County extends to <br /> the Stanislaus County line both in the east and south directions, north <br /> to Copperopolis and west to the San Joaquin River, Highway 99 and Lathrop <br /> and Jack Tone Roads. The response time to the project site varies <br /> depending on call priority. For priority or emergency calls, the <br /> response time is between two and five minutes. For non-priority calls, <br /> response time can be up to thirty minutes (Esau 1988) . <br /> Presently, the County Sheriff's Department is understaffed and is <br /> training new personnel which will alleviate the current shortage. The <br /> training was expected to be completed by mid-July of 1988 (Esau 1988) . <br /> Solid Waste Disposal Service <br /> The proposed facility is located within the unincorporated area of <br /> the County and would require the disposal of solid waste at a County <br /> operated disposal facility. All solid waste collected from the County's <br /> unincorporated areas is taken to the Lovelace Transfer Station, where it <br /> 3-14 <br /> 104-6.R3 4/10/89 <br />
