is dumped, partially recycled (i .e. metal and cardboard materials removed
and picked up by independent recyclers) and loaded onto trucks that haul
it to the Foothill Landfill , 32 miles from the transfer station.
Currently the capacity of the transfer station is exceeded, but the
County is planning to expand and possibly relocate the facility to
accommodate additional volume (Perez 1988) .
Gas and Electrical Service
Gas and electrical lines in the site vicinity are owned and
maintained by the Pacific Gas and Electric Company. There is currently a
12 kv overhead electrical transmission line at the western property
boundary adjacent to Austin Road.
Impacts and Mitigation Measures
Impact I - Water Demand
At the present time, it is undetermined how much water the proposed
facility would need annually for its operations. The water for the
proposed facility would come from groundwater sources currently subjected
to potential overdraft. The potential for overdraft would not affect the
approval of the proposed project, as no evaluation studies on groundwater
basin capacity have been completed (Vaughn 1988) .
i
Mitigation Measure. The following water conservation measures
should be incorporated into the project design:
• Installation of low-flow toilets and faucets;
• Use of drought-resistant plant species for area landscaping
and use of drip irrigation where practical ; and
• Possible alternatives such as recycling and reuse )
opportunities for facility processes that demand a high
volume of water.
A comprehensive hydrologic investigation of the area should be
conducted by the applicant under the direction of San Joaquin County to
determine existing groundwater volume and capacity.
3-15
104-6.R4 4/13/89
