is dumped, partially recycled (i .e. metal and cardboard materials removed <br /> and picked up by independent recyclers) and loaded onto trucks that haul <br /> it to the Foothill Landfill , 32 miles from the transfer station. <br /> Currently the capacity of the transfer station is exceeded, but the <br /> County is planning to expand and possibly relocate the facility to <br /> accommodate additional volume (Perez 1988) . <br /> Gas and Electrical Service <br /> Gas and electrical lines in the site vicinity are owned and <br /> maintained by the Pacific Gas and Electric Company. There is currently a <br /> 12 kv overhead electrical transmission line at the western property <br /> boundary adjacent to Austin Road. <br /> Impacts and Mitigation Measures <br /> Impact I - Water Demand <br /> At the present time, it is undetermined how much water the proposed <br /> facility would need annually for its operations. The water for the <br /> proposed facility would come from groundwater sources currently subjected <br /> to potential overdraft. The potential for overdraft would not affect the <br /> approval of the proposed project, as no evaluation studies on groundwater <br /> basin capacity have been completed (Vaughn 1988) . <br /> i <br /> Mitigation Measure. The following water conservation measures <br /> should be incorporated into the project design: <br /> • Installation of low-flow toilets and faucets; <br /> • Use of drought-resistant plant species for area landscaping <br /> and use of drip irrigation where practical ; and <br /> • Possible alternatives such as recycling and reuse ) <br /> opportunities for facility processes that demand a high <br /> volume of water. <br /> A comprehensive hydrologic investigation of the area should be <br /> conducted by the applicant under the direction of San Joaquin County to <br /> determine existing groundwater volume and capacity. <br /> 3-15 <br /> 104-6.R4 4/13/89 <br />
