The monitoring wells will be
installed on behalf of Chevron Pipe Line Company (CPL)by EMCON. Well installation
procedures will be in accordance with EMCON's July 29, 1995 work plan and subsequent
addendum dated September 13, 1995. The addendum was transmitted to the Regional Water
Quality Control Board (RWQCB) with CPL'S letter of September 15, 1995 and was in response
to the RWQCB's comment letter of September 13, 1995. The location of the groundwater
monitoring wells is based on data obtained from the field procedures described in EMCON's
November 1995 "Report of Geoprobe Soil and Groundwater Sampling Program, 415 Mount
Diablo Avenue, Tracy, California."
CPL proposes that the groundwater monitoring wells (MW-1, MW-2, and MW-3) be installed on
the property adjacent to the MVTH property. This property is owned by the Housing Authority
of San Joaquin County and is located at 301 N. West Street, Tracy (Figure 1). CPL is currently
requesting consent from the Housing Authority to install the wells.
The proposed wells will be placed down gradient to boring GP-6, the area exhibiting the greatest
concentrations of petroleum hydrocarbons. The proposed location of well MW-1 is adjacent to
Area 4 and will be used to evaluate the presence of a dissolved phase petroleum hydrocarbon
constituents in this area. Well MW-2 will be placed down gradient and slightly to the northeast
of Area 4. This well will monitor the potential.down gradient migration of dissolved phase
petroleum hydrocarbon constituents in the groundwater. Well MW-3 will be placed northwest of
