Church St., Stockton <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS II, or MINOR -Notice to Comply) <br />ROUTINE HAZARDOUS WASTE GENERATOR INSPECTION <br />Class 11 violations: (108, 301404, 407, 605, 610, 701, 703) <br />108. Dark stained gravel as observed in the trash can. According to Mr. Maharaj, the gravel is swept <br />up from the driveway when leaning. This waste is being disposed of without first determining <br />hazardous properties. No u ed absorbent was observed on site. No drums were available for storage <br />of spent absorbent. The m st recent disposal receipt for spent absorbent was from 2011. Any person <br />who generates a waste shall determine if the waste is a hazardous waste. Immediately stop disposal of <br />all oily solids, make a hazar ous waste determination for the used absorbent and oil stained solids, and <br />manage them according the Title 22 hazardous waste regulations. Submit a statement and supporting <br />documentation explaining h w these wastes were managed by September 27, 2013. <br />REPEAT VIOLATION <br />304. No spill control equipm nt was observed at the facility. All facilities shall be equipped with portable <br />fire extinguishers, fire contr I equipment, spill control equipment, and decontamination equipment as <br />necessary. Immediately pr, ide adequate spill control for cleaning up all spills and leaks that may occur <br />at the facility. <br />404. Metal grindings were bserved in an open plastic container under the brake grinding machine, <br />and uncontained surroundin the machine. All hazardous waste containers shall be closed at all times <br />except when adding or rem ing waste. Immediately place this waste into containers that are sealed <br />shut and ensure all hazardo s waste containers are closed when not adding or removing waste. <br />REPEAT VIOLATION <br />407. A 55 gallon blue plast c drum which previously held used oil was observed without empty labeling. <br />Containers larger than five g Ilons that previously held a hazardous material shall be marked as empty <br />with the date they were emp ied and managed within one year of being emptied.
