Ms. Stacy Rivera <br />San Joaquin County EHD <br />2 <br />Site personnel at this facility corrected this issue by properly labeling the <br />containers for the used oil and used antifreeze. A licensed hazardous waste hauler <br />was contacted to remove the waste under manifest. Copies of the manifest for the <br />removal of the waste and the pictures showing the 55 gallon drums properly <br />labeled are included at part of this response. <br />#2 Violation text. An uncovered SS gallon drum and a dumpster of used oil and <br />fuel filters were observed without labeling. Used oil filters must be stored in a <br />closed, rainproof container, labeled as "drained used oil filters'; and marked <br />with an accumulation start date. Containers of oil filters commingled with <br />gas/diesel filters shall be stored in containers designed to prevent ignition of the <br />fuels and labeled "used oil and gasoline fllters': Immediately label and close <br />these containers and ensure that all used oil filters are managed this way. <br />REPEAT VIOLATION <br />Site personnel purchased a closed, rainproof container to store the used oil and <br />gasoline filters in. A picture showing the container is included as part of this <br />response. <br />#3 Violation text: Two 20 gallon drums of used antifreeze (according to Mr. <br />Shannon) were observed without lids in the shop. All hazardous waste <br />containers shall be closed at all times except when adding or removing waste. <br />Immediately close these containers and ensure all hazardous waste containers <br />are closed when not adding or removing waste. REPEAT VIOLATION <br />Site personnel corrected this issue by properly closing the drums used for the used <br />antifreeze. Pictures of the containers are included as part of this response. <br />#4 Violation text: A tank assessment was not available for the used oil tank. A <br />hazardous waste generator shall obtain and keep on site a written assessment <br />for each hazardous tank at the facility. This assessment shall be reviewed and <br />certified by an independent, qualified, professional engineer, registered in <br />California, and shall attest to the tank system's integrity. The assessment shall <br />determine that the tank system is adequately designed and has sufficient <br />structural strength and compatibility with the waste stored, and shall be written <br />in accordance with Title 22 regulations. Immediately obtain a written tank <br />assessmentfor all hazardous waste tanks at this facility in accordance with Title <br />22 regulations, and submit a copy of the certified assessments to the EHD. <br />Ryder Fuel Services is working with Tait Environmental to have the assessment <br />plan prepared. Upon completion, Ryder Fuel Services will forward the plan to the <br />EHD. <br />
