Interlake is located on the east and west side of S. Sacramento St. in Lodi and <br />manufactures metal storage products including cantilever racks and palette <br />racks. The manufacturing process includes fabrication, preparation, and <br />painting of the racks. A maintenance department is operated to service the lifts <br />and machinery used in the manufacturing process. Residential housing <br />borders the north, south, and west sides of the Interlake property and industrial <br />buildings are to the east. This facility operates on two shifts and employs 179 <br />people. Interlake has been operating at the site since 1967. <br />A "roll form" coolant is used on the steel coiled strips during the fabrication of <br />the metal storage products. This roll form coolant becomes contaminated with <br />mill scale and machine grindings. Absorbent is used to clean up any roll form <br />coolant that spills onto the floor in the roll form area. These two wastestreams <br />in 1991 were characterized as "Non RCRA Hazardous Waste Solid (181)". In <br />1991, 31.3 tons of this waste was manifested off-site by American <br />Environmental, 11855 White Rock Rd., Rancho Cordova, CA. In 1992, 16.1 tons <br />were hauled off-site by Chemical Waste Management, Old Skyline Blvd., <br />Kettleman Hills, CA 93239. <br />Before the cantilevers and palette racks are painted, they are washed with an <br />aqueous solution. The rinsate generated is collected in an aboveground tank <br />where the solids settle out from the liquid. The solids are referred to as a <br />sludge that is managed as a hazardous waste, and the liquid is discharged to <br />the city of Lodi P.O.T.W. (Permit #145 "Dump Wash Tank", valid through <br />January 27, 1994). In 1991, the sludge was described as "Non RCRA <br />Hazardous Waste Liquid (135)". American Environmental, 11855 White Rock <br />Rd., Rancho Cordova, CA, hauled 16.5 tons of this waste off-site. In 1992, this <br />waste stream was redescribed as "Non Hazardous Waste Liquid, Wash Tank". <br />The painting operation generates two wastestreams that are managed as a <br />hazardous waste. A MEK/paint waste is generated from cleaning the hand held <br />spray guns with MEK. The MEK/paint waste is then recycled on-site through a <br />solvent distillation unit to recover the MEK. The unrecoverable MEK is referred <br />to as " MEK still bottoms". In 1991, 13.0 tons of still bottoms were manifested <br />off site by Rineco Chemical Industries, 1007 Vulcan Rd., Haskell Benton, AR, <br />72015. The other paint waste is generated from paint over spray, used paint <br />filters and paper used in the painting process. In 1992, 1.9 tons of this paint <br />waste was hauled off-site by Chemical Waste Management, Old Skyline Blvd., <br />Kettleman Hills, CA 93239. <br />Il <br />
