Spill Prevention,Control,and Countermeasures Plan
City of Ripon
Fueling Station
Page 4
• Monitor tank level during transfer. Tank level gauge is to be visible by the delivery driver. Drivers
are to be instructed not to fill storage tanks above 90-percent capacity.
• When the transfer operation is complete, the transfer hose is to be returned to its proper storage
location and fully cleared from all vehicle drive areas.
• Prior to leaving the Facility, the tanker truck driver and/or City personnel is to inspect the tanker
truck for leaks. All tanker truck leaks are to be repaired before the tanker truck leaves the Facility.
• Incidental spills are to be cleaned up with absorbent materials, which should then be placed into
leak-proof containers (smaller than 55-gallon drums) for proper disposal in accordance with City
policy. Spill cleanup materials are to be stored in a readily identified, accessible location(Figure
3).
1.2.4 Countermeasures and Disposal [40 CFR 112.7(a)(3)(iv) and(v)]
ASTs are double walled and installed on non-permeable surfaces. Leaks should be immediately evident,
and personnel are to be trained to detect and report all leaks. Leaks or spills are to be promptly cleaned up.
Basic spill response instructions and emergency contact information are to be posted near oil transfer and
storage areas.Facility personnel charged with handling oil products are to be trained in the location and use
of absorbents and spill notification requirements. Transporters maintain additional spill equipment on their
vehicles and are to respond to spills as a result of filling operations. Facility personnel are to notify the
Facility Response Coordinator of any oil spills.
A spill is not to be cleaned by flushing with water down a storm drain or into a ditch.
Minor spills are to be cleaned up by Facility personnel upon identification using absorbent materials.
Absorbent or spill-containment materials are to be placed in compatible containers with secure covers for
transport and proper disposal when no longer absorbent. A qualified disposal company is contracted to
collect the spent spill containment materials.
Spills outside of containment areas will be cleaned up using absorbent materials by onsite staff, if they are
trained and able to do so. Absorbent materials or spill-containment materials, when no longer absorbent,
will be placed in compatible containers and transported by a licensed transporter for proper disposal.
Petroleum spills of sufficient volume in any secondary containment, loading/unloading areas, or any other
location of the Facility need to be removed by a contract waste oil transporter using a vacuum truck.
Si CONDOR
