Spill Prevention,Control,and Countermeasures Plan <br /> City of Ripon <br /> Fueling Station <br /> Page 6 <br /> Federal law required notifications: <br /> • Under 40 CFR 110.3,reportable oil spills are those that: <br /> a) Violate applicable water quality standards, or <br /> b) Cause a film or sheen upon or discoloration of the surface of the water or adjoining shorelines <br /> or cause a sludge or emulsion to be deposited beneath the surface of the water or upon adjoining <br /> shorelines. <br /> • A release of 42 gallons of oil or more in each of two discharges over a 12-month period or a single <br /> discharge of more than 1,000 gallons into navigable waters or shorelines of the United States <br /> requires notification to EPA Regional Administrator within 60 days(40 CFR 112.4(a)(1)to(9)and <br /> (c))• <br /> Federal law required hazardous material release notifications: <br /> Within 60 days from the time of a reportable spill (described in the previous section), the following <br /> information must be submitted to the EPA Regional Administrator(40 CFR 112.4(a)(1)to(9)and(c)): <br /> • Name of the Facility; <br /> • Name of representative; <br /> • Location of the Facility; <br /> • Maximum storage or handling capacity of the Facility and normal daily throughput; <br /> • Corrective action and countermeasures taken, including a description of equipment repairs and <br /> replacements; <br /> • An adequate description of the Facility, including maps, flow diagrams, and topographical maps, <br /> as necessary; <br /> • The cause of such discharge as described in 40 CFR 112.1(b), including a failure analysis of the <br /> system or subsystem in which the failure occurred; <br /> • Additional preventive measures taken or contemplated to minimize the possibility of recurrence; <br /> and, <br /> • Such other information as the EPA Regional Administrator may reasonably require pertinent to the <br /> SPCC Plan or discharge. <br /> The Response Coordinator will send documentation to the local and state agencies notified of the <br /> oil/petroleum containers at the Facility(e.g.local fire department,\SJCDEH and California Regional Water <br /> Quality Control Board, Central Valley Region (Regional Board) a complete copy of all information <br /> provided to the EPA Regional Administrator.Upon receipt of the information, such local or state agencies <br /> may conduct a review and make recommendations to the EPA Regional Administrator as to further <br /> procedures, methods, equipment, and other requirements necessary to prevent and to contain discharges <br /> from the Facility. <br /> California State law required oil spill notifications: <br /> • If the release of oil in any way causes harm or threatens to cause harm to public health and safety, <br /> the environment, or property you must make immediate notification to the California Governor's <br /> Office of Emergency Services(Cal OES)Warning Center and the CUPA[Health and Safety Code <br /> (HSC) section 25510]. <br /> �i� CONDOR <br />
