Spill Prevention,Control,and Countermeasures Plan <br /> City of Ripon <br /> Fueling Station <br /> Page 8 <br /> Facility contingency planning is the responsibility of the Response Coordinator and is incorporated into <br /> this document. Local and state contingency planning is not under the control of the Facility and is to be <br /> conducted as determined by local and state agencies. Local and regional spill equipment resources are the <br /> responsibility of the local response agency. Notification contacts are listed in Section 1.2.5. above, and <br /> notification is to occur as noted in Section 1.2.6 of this SPCC Plan. Local and regional spill equipment <br /> resources are the responsibility of the local response agency. The Facility does not meet the requirements <br /> that would mandate the preparation of a Facility Response Plan. <br /> However, the following, coupled with the contents of this SPCC Plan, is a brief contingency plan utilized <br /> at the Facility: <br /> • Carefully identify the type of material leaking and/or spilled and determine the immediate safety <br /> hazard(fire,explosion, contact or vapor). <br /> • If it is deemed safe,take immediate action to maintain control of any spill in the immediate vicinity <br /> of the source of the spill. <br /> • Secure the scene and keep all personnel away from the spill. <br /> • Notify the Response Coordinator and/or the Alternate Response Coordinator when a spill occurs. <br /> Determine the size, location, source,responsible party, and identification of substance, if possible. <br /> • Minor spills are to be cleaned up by using absorbent materials. Refer to Section 1.2.4 for disposal <br /> information. <br /> • If the spill is too large to be effectively contained and cleaned up by absorbents or spill materials, <br /> the Response Coordinator is to contact a qualified spill cleanup contractor to perform the cleanup <br /> of the spilled substance. A list of spill cleanup contractors is contained in Appendix 5. <br /> 1.3 DISCHARGE FLOW PREDICTION [40 CFR 112.7(b)] <br /> Facility surface runoff generally drains away from the transfer areas to the four storm drains onsite and <br /> southwest at the Vehicle/Equipment Storage area. Runoff from the Car Wash flows via nearby drop inlet <br /> and subsurface piping to an oil water separator(OWS)prior to being routed to POTW. Offsite discharges <br /> from the treatment system are not expected. Runoff from the ASTs and Fuel Dispenser Canopy flow via <br /> nearby drop inlets routed to the City of Ripon storm system. Runoff from the Vehicle/Equipment Storage <br /> Canopy drains to the earthen drainage ditch along the south and western Facility boundary. <br /> Spill containment materials and equipment are to be located near the ASTs and Fuel Dispenser Canopy of <br /> the Facility. The location of the spill kit and absorbent material are shown in Figure 3, Facility Diagram. <br /> Potential oil spill scenarios are described in Table 2. <br /> V-44 <br /> �i� CONDOR <br />
