We discussed
site features and the 3 September 2007 Site Characterization Workplan (Work Plan) prepared
by Genesis Engineering and Redevelopment. Incorporating agreements made during our
meeting discussion, Central Valley Regional Water Quality Control Board (Regional Water
Board) staff concur with some elements of the Work Plan, and defer other elements as
discussed below.
• The integrity of the sumps and concrete ponds will be evaluated by means of a water
containment test as proposed in the Work Plan. The timing of the test will be weather-
dependent, since the sumps and pond are needed for stormwater containment, and we
have entered the storm season.
• Ripon Farm Service will provide a brief work plan for shallow soil sampling using a hand
auger. The results of the shallow soil samples will be used to refine the locations for
deeper soil samples that will be obtained as described in the Work Plan. When the results
are available, Ripon Farm Service will provide a Soil Sampling Addendum to the Work Plan
that will illustrate revised sampling locations and depths.
• The supply well has a PVC liner and videologging of the well casing will need to be
postponed until municipal water is plumbed to the site. The sleeve will need to be removed
before a videolog can proceed. This portion of the Work Plan is deferred until water supply
connections have been made.
• The Work Plan proposes measuring groundwater elevations with pressure transducers in
selected shallow monitoring wells, the on-site supply well and the agricultural well in
conjunction with pilot testing of City of Ripon's W-12 and with operation of the on-site
supply well. Regional Water Board staff concur with this element of the Work Plan. The
implementation will be contingent on coordinating with the City of Ripon in regards to W-12
testing schedule, will depend on the pumping rate of the pilot testing, and will be contingent
on finding end-uses for water pumped from the on-site water well. By 16 November 2007,
provide Regional Water Board staff with an update of the progress in implementing this
element.
California Environmental Protection Agency
ct*Recycled Paper
