This Work Plan for
reconnaissance soil sampling was requested in our 29 October 2007 letter in which Central
Valley Regional Water Quality Control Board (Regional Water Board) staff conditionally
concurred with the 3 September 2007 Site Characterization Workplan prepared by Genesis
Engineering and Redevelopment. The intent of the hand sampling is to identify soil areas that
will be further investigated with drilling equipment capable of obtaining deep soil samples and
groundwater samples.
On 6 November 2007, Regional Water Board staff met at the Ripon Farm Service facility with
representatives of Ripon Farm Service LLC, Genesis Engineering and Redevelopment, Isola
and Ruiz, Patrick Riddle P.C., and Ground Zero Analysis Inc. We agreed to eight soil
sampling locations as described in the Work Plan Addendum. We did not, however, consider
obtaining a soil sample from the eastern portion of the property that has historically been in
agricultural use. Obtaining a reconnaissance sample from this area that is not expected to be
affected by Ripon Farm Service activities could help refine the scope of the next site
assessment work activities. Therefore, Regional Water Board staff request the following
substitution to sample locations.
Three sample locations are proposed along the surface drainage leading to the Surface Water
Sump. One of these sample locations, B-5, should be relocated to a proximate center of the
eastern unpaved area which is currently used for equipment storage.
As we discussed on 6 November, soil samples that require boring through the paved surface
should be obtained adjacent to, but not in, surface depressions in order to minimize potential
stormwater entry points through the asphalt.
Soil samples will be obtained from near surface, from two feet and from five feet below ground
surface. Samples will be analyzed for nitrate and ammonium, and the near-surface samples
will only be analyzed if the deeper samples do not contain significant amounts of nitrate. The
nitrate analysis has a 48-hour hold period, which is not long enough to hold nitrate samples
until results are known on earlier analyses. However, Ripon Farm Service may request
California Environmental Protection Agency
cti Recycled Paper
