Isolation and repair <br /> of a possible water leak somewhere in the car wash is urged in order to <br /> maintain hydraulic control of the contaminant plume . It is acknowledged that <br /> the mounding could accelerate the movement of the contaminant plume . <br /> WHF has requested to perform a 24-hour drawdown test on Monitoring Well # 1 <br /> which is in the center point of the contaminant plume thereby determining the <br /> capture radius of the well and reversing the gradient shift back towards the <br /> center of the site . The proposal is to pump approximately 60 , 000 gallons of <br /> water at a rate of 5 gallons per minute ( gpm ) and treating the groundwater <br /> with carbon prior to discharging into the City of Stockton ' s POTW ( Publicly <br /> Owned Treatment Works ) . <br /> Water level measurements performed on the wells in March 1994 during the first <br /> quarter sampling event should confirm the need to conduct the drawdown test . <br /> Therefore , this letter provides you with the directive to proceed with the <br /> drawdown test as proposed providing that prior to initiating the test <br /> procedure , a copy of the field measurements of the monitoring wells be <br /> submitted to PHS / EHD for concurrence , and that a 24-hour advance notice be <br /> given to the undersigned so that a portion of the test may be observed . <br /> Due to the nature of this request and Public Health Services , Environmental <br /> Health Division ' s ( PHS /EHD ) response time , the groundwater data which will be <br /> generated through the drawdown test shall be reported within the monitoring <br /> report containing the sampling data from the second and third quarters of 1994 <br /> ( Jan - Mar and Apr - Jun ) .
