Kleinfelder is <br /> committed to providing quality service to our clients, commensurate with their wants, needs and <br /> desired level of risk. If a portion of this workplan does not meet your needs, or if those needs <br /> have changed, we will be pleased to meet with you to discuss alternatives and provide a revised <br /> workplan on that basis. <br /> BACKGROUND <br /> Kleinfelder was retained by Mark Thomas & Company Inc. to conduct a Phase I Environmental <br /> Site Assessment (ESA) of the Route 99 Widening project, located between Route 4 and Hammer <br /> Lane in Stockton, California. The results of that assessment were presented in our report (KA <br /> File No. 20-419001-POI) dated March 5, 1999. The project site consists of a corridor <br /> approximately 5.8 miles in length, averaging 250 feet in width. The site consists of portions of <br /> 17 privately owned parcels. In addition to the privately owned properties, the site includes the <br /> median strip, east and west shoulders of State Route 99 between State Route 4 and <br /> approximately Hammer Lane. In general, the site consisted predominantly of agricultural land <br /> and rural residences from the 1930's through the 1950's. Highway 99 is first visible in available <br /> aerial photographs dated 1957. Major intersection/overcrossing improvements are visible along <br /> Highway 99 in the 1960's aerial photographs. Commercial development along the Highway 99 <br /> corridor began in the 1960's and has increased steadily since that time. <br /> Kleinfelder's Phase I ESA identified several items of potential concern and further evaluation of <br /> these items was recommended. In July 1999, at the request of Mark Thomas & Company, <br /> Kleinfelder submitted a draft scope of work for additional evaluation of several issues identified <br /> by the Phase I ESA, specifically recommendations number 1, 8, 9, and 11. After reviewing the <br /> draft scope of work, Mark Thomas & Company requested revisions based upon the project goals, <br /> and the division of further environmental evaluation tasks between CalTrans and the San Joaquin <br /> COG. <br /> As requested by Mark Thomas & Company this revised document details the scope of work for <br /> additional evaluation of several issues identified by the Phase I ESA, specifically <br /> recommendation numbers 1, 9, and 11.
