CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 5-01-172 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> EAST-SIDE WINERY <br /> dba OAK RIDGE VINEYARDS <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board) finds <br /> that: <br /> 1. East-Side Winery dba Oak Ridge Vineyards (hereafter Discharger) submitted a Report of Waste <br /> Discharge (RWD) dated 10 February 2000 to treat and dispose of process wastewater generated in a <br /> winery and wastewater disposal system. Staff determined that the wastewater characterization and <br /> groundwater quality information was inadequate and the Executive Officer issued an interim <br /> Monitoring and Reporting Program. An addendum to the RWD was submitted on 8 February 2001 <br /> and additional material was submitted on 12 April 2001. <br /> 2. Waste Discharge Requirements Order No. 58-539, adopted by the Board on 21 November 1958, <br /> prescribes requirements for discharge of wastewater from the facility to wastewater ponds located <br /> adjacent to the Mokelumne River. Order No. 58-539 is neither adequate nor consistent with current <br /> plans and policies of the Board <br /> 3. East-Side Winery is a cooperative and owns the property where the winery facility is located as <br /> well as the property where the wastewater disposal ponds are located. <br /> 4. The winery is located on 9.98 acres (Assessor's Parcel No. 049-120-34) in Section 5, T3N,R7E; <br /> MDB&M, at 6100 E. Highway 12, approximately 5,000 feet east of the City of Lodi in San Joaquin <br /> County. The wastewater disposal ponds are located on 24 acres (Assessor's Parcel Nos. 049-080- <br /> 31, 049-020-07) in Section 31, T4N, R7E, MDB&M, at the northern termination of Guild Road <br /> (formerly Myrtle Road), approximately 5,000 feet northeast of the City of Lodi, and 2,500 feet <br /> north of the Discharger's winery facility in San Joaquin County. The location of the winery and <br /> wastewater ponds are shown on Attachment A, which is attached hereto and is made part of this <br /> Order by reference. <br /> 5. Activities at the winery include receiving, crushing and pressing of grapes, fermentation, <br /> processing into finished wines, distilling, bottling, and distribution. Wastewater from cleaning, <br /> crushing, and all activities except distilling, is discharged to the deep ponds (Ponds A.1, A.2, A.3, <br /> and A.4 on Attachment B2) through a pipeline which runs along the railroad tracks. Other sources <br /> of winery wastewater include stormwater, cooling water, and equipment and floor cleaning water. <br /> A site map of the winery piping connections is presented on Attachment B 1. A site map of the <br /> wastewater pond locations is presented on Attachment B2. Attachment B 1 and B2 are attached <br /> hereto and made part of this Order by reference. <br />
