'T 1'7ACILIT.' <br /> ESCAL ON, SAN JOA QUIN COUNTY <br /> Enclosed is a report summarizing my 14 August 2001 inspection of the City of Escalon wastewater <br /> treatment facility. In general, the wastewater treatment plant was clean and well maintained; however, <br /> violations of the waste discharge requirements (ADRs) were observed. A site inspection photograph log <br /> is enclosed with this letter. <br /> On 10 August 2001, a citizen complained of offensive odors that exist in the early morning and late <br /> evening in the nearby Del Rio residential development. As part of the facility inspection, the Del Rio <br /> residential neighborhood was visited at approximately 9:30 am prior to arriving at the wastewater <br /> treatment plant. On the date of the inspection, no offensive odors were noted in the Del Rio <br /> neighborhood. <br /> Upon arriving at the wastewater treatment plant, the Mosquito Abatement representative was leaving the <br /> site. Mosquito Abatement District representatives frequently monitor the site to determine if the <br /> wastewater facility is a source of mosquitoes. The representative was satisfied that mosquito fish placed <br /> in the wastewater ponds are controlling the mosquito larvae population. <br /> The City expanded the wastewater treatment facility in year 2000 to accommodate industrial wastewater <br /> generated by Escalon Packers and Eckert Cold Storage. On the date of the inspection, the facility had <br /> been receiving industrial wastewater for approximately six weeks, and many of the industrial wastewater <br /> ponds had not yet been used. <br /> The following observations were noted during the inspection: <br /> • Industrial wastewater was being delivered to the wastewater treatment plant. <br /> • Freeboard in the industrial treatment and disposal ponds was acceptable. <br /> • Objectionable odors were not noted during the site inspection, even adjacent to the industrial <br /> wastewater treatment ponds. <br /> California Environmental Protection Agency <br /> 0a Recycled Paper <br /> The energy challenge facing California is real.
