Solvents, primarily VOCs, have been used to remove residual etching resin, adhesives, and inks
from the finished nameplates. Available documents reportedly reviewed by E&E (1987) indicate
that the primary solvent used at the LNC site in the past was 1,1, 1-trichioroethane (1,1, 1-TCA),
although diacetone alcohol was also used (E&E, 1987).
Available documents reviewed by E&E (1987) also reported that a chemical called Blankrola
Solvent was used at the LNC site, which reportedly contained 23 percent PCE (E&E, 1987).
Other solvents, such as acetone, have also reportedly been used for cleaning at the LNC site.
Geomatrix (2003)was unable to confirm the use of TCE or PCE at the LNC site through LNC
records, however, as LNC was not in possession of documents related to its chemical use or its
waste management practices prior to 1995.
In the early 1990s, LNC reportedly stopped using chlorinated solvents. LNC is not in possession
of any documents reflecting this transition, indicating that it occurred prior to 1995. The solvents
used after approximately 1995 to the cessation of operations at the LNC site reportedly contain
PF Solvent, Bio-T Max, Mirachem 500, and CPS Screen Wash A7. PF Solvent was reportedly
recovered at the LNC site, with waste from the recovery process disposed of off-site at a
permitted hazardous waste facility. The remaining solvent residues were reportedly discharged to
the Lodi Municipal sewer system in accordance with a City of Lodi discharge permit.
Although LNC does not have any documents related to its waste management practices prior to
1995, LNC's alleged past waste management practices have been described in publicly available
documents. For the most part, process wastewater and spent acid and caustic etchants were
reportedly discharged into the Lodi municipal sewer system. LNC obtained a permit for these
discharges from the City of Lodi as early as 1978 (E&E, 1987). The available documents
indicate that solvents in the facility's wastewater were discharged to the sewer until
approximately 1980 (E&E, 1987). After 1980, solvent waste was either recycled on site or taken
off site for recycling or disposal at a permitted hazardous waste facility.
M ain\D:AEnvironmentaI\LN CV\10152007.wpd 13
