trailers is an area of stored materials, including painted wood, metal, at least 13
water pumps, four drums which felt empty, several paint cans, and at least one
automobile fuel tank. Mrs. Galli indicated that most these materials belong to a
relative who plans to use or dispose of them in the near future. An abandoned
vehicle is also parked in this area. Mrs. Galli stated that she plans to report the
car as abandoned and have it hauled away. A soil stain or wet spot
approximately 1.5 feet in diameter was observed on the dirt road nearby. A
mobile spray tank was also observed northeast of the residential area.
The eastern property line is a dirt field road. Near the northeast corner of the
Site, a pump for the irrigation return water and a power pole with two
transformers were observed; no stickers indicating the absence of
polychlorinated biphenyls (PCBs) were noted on the transformers. To the north
of the levee road in this area is a patch of ground with trees and shrubs along the
edge of the river. Domestic trash and construction debris were observed in this
area; the debris included wood pieces, concrete, and a metal pipe protruding
from the ground. Further west from this area, a small wooden shed is present to
the south of the levee road; it appears that the shed may have housed a pump at
some point in the past.
Further west, the small island which is part of the Site can be observed. The
island is heavily wooded.
On the western side of the Site, a pump can be seen extending into the river on a
wooden support. Two pole-mounted transformers are nearby; no PCB-free
stickers were observed. Nearby is a similar wooden structure that may have held
another pump in the past.
Further south is a large grassy area on the west side of the levee road. Live Oak
observed two small sheds within this area; one shed is a pump house for the
domestic well, and the other is a restroom, according to Mrs. Galli. Live Oak
could not inspect the portion of the Site south of the pump house due to the
presence of guard dogs.
To the north and west of the Site is Old River, followed by agricultural land. To
the east and south are alfalfa fields. An agricultural building cluster is present on
the property to the south.
5.0 INTERVIEWS
5.1 Interview with Client
Betty Galli was interviewed in person on March 6, 2020. She indicated that she
acquired the Site in 1985, at which time she moved the house from Stockton to
this property by floating it down the river on a barge.
LOGE 20-11 4
