Mrs. Galli stated that when she acquired the Site, the only structures present
were a mobile home (located just west of the current house) and a shack. The
County required her to move the mobile home before she could occupy her
current house; both old structures were removed in approximately 1985. Mrs.
Galli had no recollection of the wells or septic systems for the old structures.
Mrs. Galli indicated that her late husband allowed a Boy Scout troop to camp
periodically on the land at the southwest corner of the Site. For their
convenience, he had a well and restroom building constructed on that portion of
the Site.
Mr. Galli was not aware of any underground or above-ground fuel tanks, storage
or dumping of hazardous materials, trash burial, significant automotive
maintenance, or other environmental issues affecting the Site. She stated that
household debris is occasionally dumped on the property, and she has had to
call the police because of squatters setting up camp on the small islands in the
river.
6.0 SITE DOCUMENTS
6.1 Environmental Health Department Records
Hazardous Materials Records
The San Joaquin County Environmental Health Department was contacted
regarding the Site addresses of 12601 and 12650 West Platti Road Road.
According to Willy Ng of that office, no records other than well and septic permits
(discussed below) are available for the Site addresses (correspondence, March
9, 2020).
Well & Septic Permits
Live Oak reviewed the San Joaquin County Environmental Health Department
well and septic permit files for the Site addresses. Five permits were identified:
• February 1968 permit for new septic system for mobile home (12601).
The system utilized a 1,200-gallon septic tank and two 80-foot leach lines.
A domestic well is depicted on the opposite side of the mobile home.
• July 1996 permit for new pump (12650). Based on the included sketch,
this permit appears to refer to a different property located approximately
one-half mile east of the Site.
• May 2007 permit for new domestic (replacement) well (12601). The
permit indicates that the well had a depth of 250 feet; its grout seal was
LOGE 20-11 5
