Box 1287
Manteca, California 95336
RE: PROPOSAL ADDENDUM
POND CLOSURE AND RELATED GROUNDWATER SERVICES
FORMER SPRECKELS SUGAR PLANT NO. 2
18800 SOUTH SPRECKELS ROAD
MANTECA, CALIFORNIA 95336
Dear Mr. Nelson,
On December 10, 1996, we were able to contact Mr. Steve Rosenbaum of the State of
California Regional Water Quality Control Board (RWQCB). As you know, Mr. Rosenbaum is
the RWQCB contact for the pond closure process at the above-referenced site. We had
contacted Mr. Rosenbaum to ascertain the status of his review of our October 30, 1996 Revised
Proposal, Pond Closure and Related Groundwater Services...." (a.k.a...October 30, 1996
workplan). During the conversation Mr. Rosenbaum made a request for the following additions
and changes:
1) Mr. Rosenbaum requested the addition of bicarbonate to the time analytes on Page
2, Task 1.1, No. 1. This would amount to the additional analysis of 4 samples for
bicarbonate.
2) Mr. Rosenbaum requested that soil samples be obtained from 2 and 5 feet below the
lime/soil interface for analysis (Page 2, Task 1.1,No. 1). This would amount to the
additional analysis of 8 samples for pH, total chloride, bicarbonate, total arsenic,
total barium, total sulfate, soluable chloride (DI water extraction), soluable barium
(DI water extraction), soluable arsenic (DI water extraction), and soluable sulfate
(DI water extraction).
3) Mr. Rosenbaum requested that soil samples be obtained from 2 and 5 feet below the
bottom of the mud pond bottom for analysis (Page 2, Task 1.1,No. 2). Therefore,
all the samples of the mud pond sediments would be composited for analysis, and
the samples obtained from 2' and 5' below the pond bottom. This would amount to
the additional analysis of 8 samples for pH, total and DI water soluable sulfate, total
and DI water soluable arsenic, total and DI water soluable barium, organochlorine
pesticides (EPA Method 8080), and total and DI water soluable chloride.
20-3872-OI.EOI IMR960289 Page No. 1 of Copyright 1996, Kleinjelder,Inc.
KLEINFELDER 2825 East Myrtle Street,Stockton,CA 95205-4794 (209)948-1345 (209)948-0621 fax
