The material handled in the operation of <br /> the waste antifreeze tank, i.e., waste antifreeze, is generally non-corrosive <br /> to rubber hoses and plastics. <br /> Structural support: The subject antifreeze tank is anchored to a concrete <br /> pad' (reportedly 8 to 10 inches thick) that was in place prior to the <br /> placement of the tank back in 2011. The weight of a full tank is distributed <br /> over the entire tank base. Based upon the construction information <br /> provided by Holt to Wood, the concrete foundation is sufficient to support <br /> the weight of a full tank. <br /> This tank is restrained by means of seismic anchors interconnected to <br /> braided steel wire rope that wraps around and over the top of the tank. <br /> Details of the seismic restraint system are provided elsewhere in this <br /> document. <br /> Double wall tank construction encloses and interlocks the outer and inner <br /> tank to prevent rain and debris from entering the outer containment. The <br /> outer containment tank bottom has integral 4-inch-high forklift channels <br /> made of the HDLPE resin. The outer containment tank rests on a concrete <br /> slab adjacent to a compressor shed at the location indicated on <br /> Attachment 1, Figure 1. <br /> The Frost Line Depth is 0; Air Freezing Index is 0 — 1000; and the Mean <br /> Annual Temperature is 55 degrees Fahrenheit; all are from the California <br /> Residential Code specific to San Joaquin County.2 Thus, 0 inches below <br /> undisturbed soil would be the requirement to avoid frost heave. Frost <br /> heave is not an issue at the site requiring mitigation. <br /> No part of the tank system (i.e., external metal component) is or will be in <br /> contact with soil or water (66265.192(a)(3)); thus, no external corrosion <br /> protection is needed to ensure the integrity of the system. <br /> Other identifying features: The tank top has a threaded, 14-inch <br /> diameter, black, plastic lid (manway) with an inner 5-inch vented cap. <br /> Antifreeze is not categorized as a combustible liquid, although there is a <br /> slight to moderate fire hazard when exposed to high heat or flame (auto- <br /> ignition temperature of engine coolant is 750 °F).
