SPRECKELS ROAD <br /> MANTECA, CALIFORNIA <br /> 20-3978-01.W 12 <br /> January 14, 1996 <br /> INTRODUCTION <br /> Kleinfelder has conducted a Phase I Environmental Site Assessment (ESA) of the property <br /> known as the Former Spreckels Sugar Plant in Manteca, California (Kleinfelder Job No. 20- <br /> 3978-01.P01, dated October 18, 1996). Plate 1 shows the location of the Spreckels property. <br /> Several existing and historical above ground storage tanks (existing/former fuel oil tanks, <br /> caustic and acid storage, waste oil and diesel fuel) are located throughout the site. Underground <br /> piping is associated with the fuel oil tanks. Recent handling and spill prevention practices <br /> included spill containment structures, employee training and prompt documented clean up of <br /> spills. However, historical spill response and prevention was most likely not as stringent. <br /> Therefore, Kleinfelder recommended that soil sampling be conducted to evaluate the condition <br /> of soils at the existing/former above ground storage tank locations. <br /> This proposal/cost estimate includes soil sampling at the following locations: fuel oil tank and <br /> pump station (includes underground piping into plant), waste oil tank, diesel fuel tank, sulfuric <br /> acid tanks (2), liquid caustic tank, muriatic acid tank, hydrochloric acid tank, and the gasoline <br /> convault (Spreckels). Above ground tank locations identified during the Phase I ESA but nQj <br /> addressed by this proposal/cost estimate include oil measuring tanks noted on Sanborn maps <br /> within the plant area, the former diesel fuel farm tanks, and the Grover gasoline convault. <br /> 20-3978-0I.W12/207PE024 Page I of 01997,Kleinfelder, Inc. <br />
