SAN ,dDAQ U I N Environmental Health Department <br /> C01-1 N T <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> GARDNER TRUCKING INC 2577 W YOSEMITE AVE, MANTECA September 23, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 118 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: Copies of consolidated manifest receipts from September 23rd 2019 to 2019 for hazardous <br /> wastes including used oil and waste coolant were not found on site during the inspection. <br /> Note: The manifest found on site were for Used oil filters. <br /> Operator states that used metal oil filters are disposed of as hazardous waste. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts from September 23rd <br /> 2019 to 2019 and maintain them on site. Provide a copy of the consolidated manifest receipts and a corrective <br /> action statement to the San Joaquin County Environmental Health Department. <br /> This is a minor violation. <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The following were observed inside the shop: <br /> -Waste oil and coolant observed accumulating on the floor of the shop under a truck. <br /> -Waste oil observed accumulating on the floor underneath the truck. <br /> -Waste oil observed accumulating on the floor of hazardous waste storage area and oil filter crusher area. <br /> -One oil pan with used oil observed on the floor of the shop next to used oil filter containers. <br /> -One black 5 gallon bucket with used oil in and on the floor of the shop observed next to used oil filter containers. <br /> Note: Operator states that oil pans are transferred to 400 gallon used oil tank within 24 hours. <br /> The following was observed in the used oil tank area: <br /> -Hydraulic oil observed on the floor of the shop underneath approximately 100 gallon hydraulic oil tank. <br /> Note: Operator stated that hose connected to the approximately 100 gallon hydraulic oil tank had a leak. He stated <br /> that it has been fixed and that they are working on doing the clean up soon. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean stains and accumulating oil and coolant. Manage the waste according <br /> to Title 22 California Code of Regulations for hazardous waste.
