SAN ,dDAQ U I N Environmental Health Department <br /> C01-1 N T <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> GARDNER TRUCKING INC 2577 W YOSEMITE AVE, MANTECA September 23, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 304 CCR 66265.35 Failed to maintain adequate aisle space for unobstructed response to emergencies. <br /> OBSERVATION: The following area does not have adequate aisle space: <br /> -One approximately 400 gallon used oil tank observed with approximately 4 55 gallon containers with hydraulic oil <br /> blocking the used oil tank. <br /> REGULATION GUIDANCE: The owner or operator shall maintain aisle space to allow the unobstructed movement <br /> of personnel,fire protection equipment, spill control equipment, and decontamination equipment to any area of <br /> facility operation in an emergency, unless it can be demonstrated to the Department that aisle space is not needed <br /> for any of these purposes. <br /> CORRECTIVE ACTION: Immediately maintain aisle space to allow the unobstructed movement of personnel,fire <br /> protection, spill control equipment, and decontamination equipment to any area of facility operation in an <br /> emergency. Provide a corrective action statement to the San Joaquin County Environmental Health Department <br /> within 30 days. <br /> This is a minor violation. <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br /> -Four 55 gallon containers with used oil filters observed with no lid. Operator placed and secured lids on the <br /> containers. <br /> -One 5 gallon bucket with used oil observed next to the oil filter crusher machine observed with no lid for bunghole. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste.
