J � • <br /> SAMPLING AND ANALYSIS PLAN <br /> A Sampling and Analysis Plan shall be submitted to Board staff by 15 December <br /> 1991 for approval . The sampling and analysis plan shall include specific <br /> methods for leachate, surface water, ground water, and vadose zone pore fluid <br /> water quality sample collection, handling, chain of custody control , <br /> analytical procedures, and field and laboratory quality assurance and quality <br /> control . <br /> WATER QUALITY PROTECTION STANDARD <br /> The Water Quality Protection Standard shall , as defined in §2550.2 of Chapter <br /> 15, shall consist of constituents of concern, their concentration limits, the <br /> point of compliance, and all water quality monitoring points. <br /> Constituents of concern shall include all waste constituents, reaction <br /> products, and hazardous constituents that are reasonably expected to be in or <br /> derived from waste contained in the waste management units (WMUs) . <br /> Concentration limits shall consist of background concentrations of each <br /> constituent of concern in each medium. For each monitoring period, the <br /> Discharger shall determine whether there is statistically significant evidence <br /> of a continued or new release from WMUs and whether the WMUs are in compliance <br /> with the Water Quality Protection Standard using procedures specified in <br /> §2550.7 of Chapter 15. <br /> SURFACE IMPOUNDMENT MONITORING <br /> For each surface impoundment influent (influent) samples shall be collected <br /> downstream from the last connection through which wastes can be admitted into <br /> the surface impoundment. Influent samples must be representative of the <br /> volume and nature of the discharge. <br /> Surface impoundment (pond) grab samples shall be collected in a convenient <br /> location at least 200 feet from the influent structure. Time of collection of <br /> a grab sample shall be recorded. The following shall constitute the surface <br /> impoundment monitoring program: <br /> Sample Type of Sampling <br /> Constituent Location Units Sample Frequency <br /> Specific Influent umhos/cm Grab Monthly <br /> Conductivity Pond umhos/cm Grab Monthly <br /> Total Dissolved Influent mg/l Grab Monthly <br /> Solids Pond mg/l Grab Monthly <br /> pH Influent pH Units Grab Weekly <br /> Pond pH Units Grab Monthly <br />
