J •
SAMPLING AND ANALYSIS PLAN
A Sampling and Analysis Plan shall be submitted to Board staff by 15 December
1991 for approval . The sampling and analysis plan shall include specific
methods for leachate, surface water, ground water, and vadose zone pore fluid
water quality sample collection, handling, chain of custody control ,
analytical procedures, and field and laboratory quality assurance and quality
control .
WATER QUALITY PROTECTION STANDARD
The Water Quality Protection Standard shall , as defined in §2550.2 of Chapter
15, shall consist of constituents of concern, their concentration limits, the
point of compliance, and all water quality monitoring points.
Constituents of concern shall include all waste constituents, reaction
products, and hazardous constituents that are reasonably expected to be in or
derived from waste contained in the waste management units (WMUs) .
Concentration limits shall consist of background concentrations of each
constituent of concern in each medium. For each monitoring period, the
Discharger shall determine whether there is statistically significant evidence
of a continued or new release from WMUs and whether the WMUs are in compliance
with the Water Quality Protection Standard using procedures specified in
§2550.7 of Chapter 15.
SURFACE IMPOUNDMENT MONITORING
For each surface impoundment influent (influent) samples shall be collected
downstream from the last connection through which wastes can be admitted into
the surface impoundment. Influent samples must be representative of the
volume and nature of the discharge.
Surface impoundment (pond) grab samples shall be collected in a convenient
location at least 200 feet from the influent structure. Time of collection of
a grab sample shall be recorded. The following shall constitute the surface
impoundment monitoring program:
Sample Type of Sampling
Constituent Location Units Sample Frequency
Specific Influent umhos/cm Grab Monthly
Conductivity Pond umhos/cm Grab Monthly
Total Dissolved Influent mg/l Grab Monthly
Solids Pond mg/l Grab Monthly
pH Influent pH Units Grab Weekly
Pond pH Units Grab Monthly
